Introduction:

 

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI supports stakeholders through complementary and integrated work streams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

 

In November 2014, the GGGI Council approved the six year GGGI Strategic Plan 2015-2020. The Strategic Plan sets the direction for the organization to support partner governments in pursuit of systemic economic transformation toward a model of green growth.  The Plan defines GGGI’s guiding principles, priorities for moving to implementation and delivering more for less, and defines four thematic priorities; Energy, Green Cities, Land Use (Agriculture and Forestry) and Water. The Plan sets out a Theory of Change with three major strategic outcomes based on GGGI’s sphere of influence and programmatic interventions:

 

         i.            Outcome 1: Strengthened national, sub-national, local green growth policy planning, financing and institutional frameworks;

       ii.            Outcome 2: Increased green investment flows; and

     iii.            Outcome 3: Improved multi-directional knowledge sharing and learning between countries on green growth

 

The year 2017 will mark the halfway point of the six-year strategy.  GGGI will conduct a Mid-term Strategic Review (MTSR) to take stock of progress on implementation and to revise and refine the strategic plan.

 

The objectives of the MTSR are to:

a)       Assess where GGGI is now: review the progress in implementation of the GGGI Strategic Plan 2015-2020 across GGGI’s operations (both programmatic and non-programmatic). The review will provide recommendations on success factors and challenges, and the relevance of the Strategic Plan;

b)       Adjust GGGI’s Strategic Plan going forward: revise the Strategic Plan and the Results Framework based on the recommendations arising from the review, and conduct a mid-term refinement of the Plan based on progress, and relevance in an evolving operational context.  The revision will be structured around two broad themes;

 

  1. Sharpening focus on development outcomes. Articulating a more tangible vision of success by further defining impact pathways to show how GGGI’s work contributes to achieving the goals of the countries it works in, particularly within the context of Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs);
  2. Defining GGGI’s core values. Setting organizational values that define GGGI’s niche as a new kind of international organization, and guide decisions, operations and individual staff behavior toward achieving outcomes.

 

The MTSR will be implemented in four phases of work, with Phase 2 and 3 running concurrently:

 

  • Phase 1 Design. The project team will develop an inception report setting out the detailed framework and methodology for the review, a detailed work plan and a communication plan.
  • Phase 2 Review. The project team will review the relevance of the GGGI Strategic Plan 2015-2020 and develop recommendations on revisions to the Plan using inputs such as staff consultation, the annual programmatic review and the Joint Donor Review.
  • Phase 3 Refresh. Through research and engagement, and based on the review recommendations, the project team will make revisions to the Theory of Change and Corporate Results Framework in the GGGI Strategic Plan 2015-2020.  The revisions will be finalized through extensive internal and external consultation.
  • Phase 4 Implement.  The project team will lead the organization-wide process for implementation of the Revised Strategic plan.  This will involve the development and handover of an implementation plan, in consultation with staff responsible for implementation within the divisions.

 

 

Scope of Work:

 

The Consultant shall support the GGGI Strategic Review Team by providing input and comment in Phase 1: Design, and delivering specific outputs in relation in Phase 2: Review:

 Phase 1: Design

0: Detailed Workplan: The Consultant shall draft a detailed work plan in the form of an Inception Report, which shall describe the proposed strategy for completion of deliverables. This shall be submitted to GGGI  Strategic Initiative Specialist for Approval.  The Consultant shall also provide input and comment on the Inception Report of Strategic Plan Review prepared separately by the GGGI project team, detailing the review methodological framework, internal and external stakeholder consultation process, deliverables, review team and timeline, quality assurance criteria. Concept note for the Strategic Plan Review is enclosed herewith.

Phase 2: Review

1: Desk review, data collection and analysis: The Consultant shall review the relevance of the GGGI Strategic Plan 2015-2020 and develop initial recommendations on revisions to the Strategic Plan, following key entry points:

  • Key messages of the Director-General’s consultations with internal stakeholders
  • Desktop research and analysis conducted by the consultant on the green growth model and related Theory of Change
  • The updated GGGI Thematic Strategies, and other relevant strategies within the organization.
  • Thorough analysis and consolidation conducted by the consultant of annual project reports, submitted as part of the End of Year reporting process for 2015 and 2016, using a pre-agreed format and further analysis of the information gathered from all GGGI projects
  • The recommendations of the previous Joint Donor reviews.

The review should be conducted, bearing in mind that the findings will inform the formulation of the following recommended revisions to the strategic plan to be made by the GGGI project team:

  • Recommendations on the relevance of GGGI’s Theory of Change and Corporate Results Framework
  • Initial recommendations on the changes needed to GGGI’s Corporate Results Framework
  • Initial understanding of GGGI’s existing corporate values and culture, and how changes can further enhance performance

 

2: Preparing materials for the GGGI Annual Staff Meeting: Based on the annual review analysis(task 1: Desk review, data collection and analysis), the Consultant shall prepare material for a Performance Review session on the findings of the annual review, and assist GGGI project  team leader in preparing for the Mid-term Strategic Review sessions to be held during the GGGI Annual Staff Meeting (6th -10th March 2017).  Support should be provided in the following areas


a. Setting agenda for each session (up to 10 sessions)

b. Preparing two pager background note on key findings from consolidation of annual review reports

c. Preparing a power point deck of no more than 20 slides with accompanying talking points

 

3: Documenting Performance Review sessions at the GGGI Annual Staff Meeting:  The Consultant shall sit in on and be responsible for drafting notes on the Performance Review sessions at the Annual Staff Meeting. The Performance Review Session is divided into two streams across country and global projects 1. Backward looking focusing on past performance of projects 2. Forward looking focusing on new and innovative project ideas that will have transformational impact. Sessions will be divided across regions with approximately 5 countries per session. Each session will last for maximum 3 hours. There will be a separate 2-hour session for global projects. The Consultant shall prepare a summary report of the outcomes of the review sessions held at GGGI Annual Staff Meeting. 

4. Drafting the findings and recommendations of the review process. Based on the desktop review conducted and review sessions held during the Annual Staff Meeting, the Consultant shall draft a summary of the main findings on key new ideas and recommendations  on improving project performance, transformational new ideas and  their relevance to GGGI’s Strategic Plan, Theory of Chance and Corporate Results Framework as input into the Mid-term Strategic Review report to be submitted to the Management and Program Sub-Committee (MPSC) on the 31st March 2017, ahead of the MPSC meeting to be held on the 19th-20th April 2017.   The Consultant shall address comments by the MPSC pertaining to the review.

 The Consultant shall report to GGGI Strategic Initiative Specialist

 

 

 

Output/Reporting Requirements/Deliverables:

 

 

Deliverable 0: Workplan: The Consultant shall draft and submit an Inception report, for the Strategic Initiative Specialist’s approval.  

Deliverable 1: Desktop review, data collection and analysis: The Consultant shall conduct and submit a summary of desktop review and analysis of the relevance of GGGI’s Strategic Plan 2015-2020, and GGGI’s progress against the Strategic Plan. 

Deliverable 2: Preparing materials for the GGGI Annual Staff MeetingThe Consultant shall prepare and submit materials for the meeting, including detailed agenda, powerpoint slides, talking points, and briefings for the Director-General and Management Team on Performance Review sessions. 

Deliverable 3: Facilitation of Performance Review sessions at the GGGI Annual Staff Meeting: 

The Consultant shall submit a summary report on the outcomes of the Performance Review sessions in the GGGI Annual Staff Meeting. 

Deliverable 4. Drafting the findings and recommendations of the review process. The Consultant shall draft and submit summary of the review methodology, findings and recommendations on draft priority options as input into the Mid-term Strategic Review report.  The Consultant shall also prepare corresponding presentation materials for the Management and Program Sub-Committee (MPSC) Meeting on the 19th-20th April 2017. The consultant will address comments made by the MPSC on the Review report.

All final deliverables must be in English, in accordance with GGGI’s formatting requirements, and submitted in hard copy and digital formats along with complete sets of raw data, research materials, and interview notes.

Qualifications/Experience/Expertise

  • An Advanced degree (at least Masters) in Development studies, Economics, Environmental economics, Development economics, environmental studies or similar with at least 7 years of professional experience in relevant areas; program reviews, and strategy development, or process improvement and process management
  • Proven experience and knowledge on program review and strategy development in public sector
  • Strong analytical skills of qualitative and quantitative data
  • A strong theoretical understanding of green growth and organization change is an advantage 
  • Strong oral and written communication and presentation skills
  • Excellent problem solving and time management skills
  • Ability to translate complicated concepts into concise messaging
  • Acting as a team player and facilitating a collaborative team culture.
  • Language: Fluency in both spoken and written English is required.
