In GOV’s Open and Innovative Governance Division (GOV/OIG), the Digital Government and Data Unit (DDU) helps governments advance their digital transformation to deliver better public policies and government services through the design of integrated strategies and the identification critical enablers to leverage digital and data solutions.
The Digital Government and Data Unit achieves these objectives by conducting cutting-edge, evidence-based research; providing analytical and policy advisory support to member and non-member countries; conducting country peer reviews; developing international policy standards based on good practices; producing international measurement tools and benchmarks (e.g. the Digital Government Index and the Open Useful and Reusable (OUR) Data Index) and promoting knowledge sharing and peer learning through the OECD Working Party of Senior Digital Government Officials; its Expert Group on Open Government Data; and the Regional Networks on Open and Innovative Government active in LAC, SEA and MENA Regions.
Established work-streams of the Unit include (i) governance of digital government; (ii) digital talent and skills in the public sector; (iii) open data in governments and data governance; (iv) design and delivery of government services; (v) measuring digital government maturity; and emerging priorities areas include (vi) digital public goods; (ii) digital identity, (iii) artificial intelligence and (vii) govtech ecosystems.
The Digital Government and Data Unit is looking for policy analysts to support its work on data-driven public sector transformation and data governance - This work supports governments in leveraging data as a key strategic asset to keep pace with the expectations of their citizens and deliver on the promise of the digital age. In particular, the focus is on helping governments adopt more data-driven approaches to rethink the way governments and citizens interact, to improve public services, and to create the conditions to increase the effectiveness of public spending and support better-informed decisions across public sectors, while taking into account ethical concerns
Main responsibilities
- Contribute to the agenda of the Unit on data-driven public sector at the national and sub-national levels (i.e., data governance, data ethics, open data), including in specific policy domains
- Stay abreast of policy issues in the policy fields of government data (e.g., data governance, data ethics, open data), the digital public infrastructure and digital public goods, as well as in the broader public governance area
- Stay abreast of the linkages between data policies and the use of artificial intelligence in the public sector (e.g., algorithm transparency, responsibility and accountability)
- Contribute to the development of indicators on open data and/or data governance in the public sector, including to monitor results, measure impacts and estimate returns (e.g., economic value)
- Contribute to country reviews including drafting chapters, participating in workshops, helping to formulate, policy recommendations, participating in fact-finding missions with multidisciplinary teams of experts
- Contribute to the presentation of the work in relevant networks and/or working parties
- Contribute to country projects and thematic research, as needed
- Contribute to developing policy standards and principles on data governance in the public sector in collaboration with internal and external government stakeholders
- Undertake project management and mobilise resources
Ideal candidate’s profile
Academic Background
- An advanced university degree in social sciences, or public management/administration, economics, economics, law or applied sciences.
Professional Experience
- A minimum of four years of professional experience conducting and coordinating policy research and analysis on data management and use and/or on the use of artificial intelligence in the public sector, drafting briefs for different audiences including governments practitioners and senior leaders; and providing policy advise on data-driven approaches or the use of artificial intelligence in the public sector, at national or international level, within an international organisation or an academic institution;
- Good understanding of the public sector process and mechanisms acquired through a professional experience in government at national/federal level, or a demonstrated significant record of accomplishment working with public sector organisations, would be an asset.
- Experience with cross-country surveys and indicator development would be an asset
- Government experience would be an asset
- Knowledge and proven application of social science research methods
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of another language would be an asset, in particular Spanish.

Contract Duration
- 13 months fixed term appointment, with the possibility of renewal.
What the OECD offers
- Depending on level of experience, monthly salary starts at either 6 672.15 EUR or 8 232.66 EUR, plus allowances based on eligibility, exempt of French income tax.
