Org. Setting and Reporting

The United Nations Environment Programme or UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

This position is based in UNEP's Regional Office for Asia and the Pacific in Bangkok, Thailand.

Under the overall supervision of the Regional Director and direct supervision of the Deputy Regional Director, the incumbent will be responsible for the following duties:

Responsibilities

1. Leads UNEP's programming of the Finance and Economic Transformations subprogramme in the region:
a. Coordinates and contributes to Regional Office for Asia and the Pacific strategic planning, including the Medium-Term Strategy, Programme of Work, alignment of sustainable development goals and regional environmental priorities, in coordination with the Policy and Programme Division, in support to regional, sub-regional and national priorities;
b. Identifies key areas and emerging issues to ensure the strategic relevance of the subprogramme's delivery in the region and ensure the programmatic coherence of UNEP's initiatives and projects, including by providing an analysis of required policy and technical information into regional programming, portfolio and activities.
c. Leads the mainstreaming of the objectives of the sub-programme into the climate, nature and pollution work areas of the region.
d. Monitors the performance, regularly report on results and contribute inputs to evaluation and audit exercises of the region's sub-programme portfolio and activities, and recommend issues to be addressed and propose corrective actions;
e. Contributes to the strengthening of synergies within the sub-programme across regions as well as across sub-programmes in the region, including through functional and substantive information flow.

2. Supports UNEP's partnerships and resource mobilisation activities of the Finance and Economic Transformations sub-programme in the region:
a. Contributes to regional strategic engagement and policy analysis, including the organisation of regional policy dialogues and development of information briefs.
b. Supports liaison and partnership development with relevant stakeholders, including UN Agencies, Funds and Programmes, as well as Member States, regional bodies and non-state actors.
c. Maintains regular contact with other UN Agencies and support interagency coordination, joint programming and results.
d. Supports the development and implementation of UNEP's strategy for extra-budgetary resource mobilization of the sub-programme in the region, including through strategic dialogues with major partners and donors, including the private sector, in liaison with the relevant corporate Divisions;
e. Contributes inputs towards the allocation process of resources, including identifying key areas requiring support.

3.Contributes to UNEP's corporate functions in the region in the context of the Finance and Economic Transformations subprogramme:
a. Participates in UNEP's project review committee to ensure adequate integration of finance and economic transformations principles in the Asia and the Pacific Office submissions, including coherence with the decisions and guidance of UN Environment Assembly (UNEA) and its subsidiary bodies;
b. Contributes regular strategic content and guidance to outreach and communications, including through materials, presentations, speeches, events, social media and websites, to raise the profile of UNEP's sub-programme activities in the region.
c. Contributes relevant inputs to technical and expert networks, including towards the 2030 Agenda and relevant Multilateral Environmental Agreements.
d. Supports the Regional Office in the organization of the Forum of Ministers of Environment of the Asia and Pacific region.
e. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
f. Performs other related duties as required.

Competencies

COMMUNICATION: Speaks and writes clearly and effectively. Listens to others, correctly interprets messages from others and responds appropriately. Asks questions to clarify, and exhibits interest in having two-way communication. Tailors language, tone, style and format to match the audience. Demonstrates openness in sharing information and keeping people informed.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments. Delivers outputs for which one has responsibility within prescribed time, cost and quality standards. Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

Advanced university degree (Master's degree or equivalent) in environmental economics, environmental finance or sustainable development field is required.
A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

 

Work Experience

A minimum of seven (7) years of progressively responsible professional experience in programme or project management in complex socio-economic settings or related fields is required.

Experience in managing programmes or projects in the field of sustainable finance or sustainable economic systems, in the context of sustainable consumption and production or related fields is required.

Work experience in resource efficiency and sustainable consumption and production is desirable.

Experience in the United Nations system or other international organization is desirable.

Experience in the Asia and Pacific region is desirable.

A minimum of two (2) years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of other official United Nations languages is desirable.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Appointment against this position is for an initial period of one year and may be subject to extension.

United Nations Considerations
