Main purpose of job:

The British Embassy Seoul is a large diplomatic mission of approximately 100 staff delivering a dynamic and rapidly expanding programme of activity in support of the UK’s objectives.  This is an exciting opportunity to be a core part of our leadership team and work in a historic site in the heart of the city. 

The Head of Corporate Services role is a combination of leadership and operational delivery. You must ensure the effective and efficient management of our Finance, Human Resources, Logistics, Protocol, Procurement and Estates Teams (in country, in the region and in the UK) as well as support the overall leadership of the Embassy.

Corporate services is a critical enabler to ensure that we get the best from all our staff, our estate and our broader assets. The role requires strong & inclusive leadership, interpersonal skills, the ability to analyse information and provide a range of workable solutions, problem-solving, decision making ensuring the Embassy is compliant with best practice guidance and policies from London and local legal requirements. There is also a strong focus on continuous improvement.

Roles and responsibilities:

Strategic planning, Team Leadership and Management (30%)

  • The Head of Corporate Services will report directly to the Deputy Head of Mission to provide up to date and comprehensive corporate guidance and advice.
  • Support the DHM in strategic leadership, risk management, decision-making and planning of the corporate agenda.  
  • People leadership to effectively manage and get the best from an experienced corporate services team and 3rd party facilities management company.
  • Champion, role-model and embed a trustworthy, collaborative and inclusive culture, ensuring post acts in accordance with policies across all corporate related initiatives.  Ensure adequate training within corporate services roles to provide resilience within the teams and across the region.
  • Ensure wellbeing and engagement are maintained within corporate services team, seeking regular feedback and embedding the value of resilience and respect.
  • Manage the HMG platform to lead and monitor the delivery of services against the local corporate services charter.   Manage the upkeep of the Embassy, Residence and Embassy vehicles, ensuring proper maintenance and management of all.
  • Ensure local policies are reviewed and aligned to global and local requirement and adopted by all partners on the platform.
  • Actively build and deepen relationships with key stakeholders internally, within regional and global hubs and with external partners (at other diplomatic missions, government departments and suppliers) to maintain informed and current corporate knowledge.
  • To lead on administration of Health & Safety, fire safety and First Aid, so that the Embassy meets UK Health & Safety standards.

Finance and Budget Management (25%)

  • Lead on overall financial planning and reporting. Oversee financial operations for Seoul Embassy, including local budget and local transaction processing ensuring adherence with audit requirements.
  • Manage and report against Embassy budget directly to HMA/DHM in accordance with corporate policies to ensure on-budget expenditure and value for money.
  • Advise section budget holders to ensure spend is within designated allocation and adheres to finance policies. Ensure that all financial policies and processes are communicated, understood and followed by all staff.
  • Oversight of purchasing/contracts in close partnership with the regional HR, finance and procurement hubs and the Global Processing Transaction Centre (GTPC). 

Human Resources (25%)

  • Oversight of HR Support for a staff of approximately 100, including close liaison with HR Hub on the implementation of HR policies and procedures. 
  • Manage HR and staffing matters including policies and practices related to employment terms, pay and benefits, pay reviews, performance management, ensuring compliance with local employment legislation.
  • Engage on the overall employer proposition, including terms and condition of service and pay & benefits for Country Based Staff (CBS), ensure compliance of local labour law.
  • Provide guidance and act as an initial escalation point on sensitive staff matters for UK based staff and CBS; including management issues and dispute resolution, engaging with the DHM and HR Hub where necessary. Support line managers in advising and coaching on implementation of HR policy and encourage best practice in the management and development of staff. 
  • Work with CSM Team to support the implementation of the new Performance Management Process, providing strategic advice, embedding the new principles into teams, providing pro-active support and acting as a source of guidance.
  • ·Work closely with HR Hub Manila to ensure consistent approach to policies, procedures and expenditures. Provide pastoral support as necessary.

IT (10%)

  • Oversee IT team (which is housed in CS Section), to improve the technology infrastructure for staff providing assistance with prioritization of work requests and budget management.
  • Support further innovation in customer service delivery, promoting continual improvement in IT support and across the wider operations.

Estates/ Security /Protocol/Crisis Logistics (10%)

  • Partnership with estates teams to ensure that UK and local standards are met through planned and reactive maintenance and in compliance with corporate procedures, including local and UK health and safety regulations and policy.
  • Oversee protocol related work, including co-ordinating new UKB arrivals (intro calls, liaison with other teams to ensure that new arrivals receive a high-quality seamless start to their posting) and ensuring excellent relationships with RoK Government (e.g. MOFA) to ensure that we provide an excellent service to all staff.
  • Work with the Post Security Manager, to ensure security of staff, embassy and assets – ensuring a regular flow of information to all.
  • As Crisis Logistics Team co-Lead, owner of business continuity planning programme. Ensure cross training within corporate services roles to provide resilience within the teams and across the region.
  • Bachelor’s Degree/ or professional qualification in Management, Finance or Human Resources.
  • Five years corporate management experience with direct involvement in HR and/or Finance policy and implementation.
  • Sound financial or operations experience with evidence of extensive budget management.
  • Experience of working in an international/multi-cultural organisation would be an advantage. Ability to assess and interpret financial data and report to a variety of stakeholders.
  • At least 3 years’ experience in successfully managing a diverse team.
  • Is able to cultivate a highly effective team through a clear understanding of the importance of ensuring team members feel supported and are growing professionally.
  • Excellent interpersonal and communication skills, tact, discretion and an ability to deliver consistently across a broad range of responsibilities.
  • Willingness to build a strong business network throughout the FCDO as well as with external partners as part of driving work efficiencies.
  • An understanding of government resources and the need to deliver value for money whilst acting within regulatory controls.
  • Ability to use their own judgement to solve problems effectively where guidance may be ambiguous, knowing when to make independent decisions or seek input from policy holders where necessary.
  • Ability to apply a high level of ethical and moral standards to their everyday work and interactions with colleagues and peers.
  • Flexible, resilient under pressure and decisive with a proven track record of delivering results to a high standard within tight deadlines.

         Language Requirement:

  • Fluent in both written and spoken English (Korean would be an added advantage)

The majority of our formal L&D opportunities are drawn from FCDO resources. All staff are encouraged to share their skills and experience with colleagues, through informal training (‘lunch & learn’) or coaching/mentoring.

Working Patterns:

Normal working hours are Monday to Friday, 09:00 – 17:15 (17:00 on Fridays). However, occasional evening and weekend working may be required, for which time off in lieu is given. The British Embassy encourages flexible working and various flexible working arrangements are possible with line manager agreement, including working from home.

No accommodation or relocation expenses are payable in connection with this position.
