Organizational Setting and Reporting Relationship
The position of Senior Urban Development Specialist (Waste Management) is assigned to the Water and Urban Development Sector Office (SG-WUD) within Sectors Department 2 (SD2). SD2 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region. SD2, which is comprised of the Agriculture, Food, Nature, and Rural Development Sector Office, the Water and Urban Development Sector Office (SG-WUD), and the Digital Sector Office: delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with ADB's developing member countries (DMCs); and ensures ADB's technical leadership internally and externally,
SG-WUD leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the water and urban development sectors. You will be based at our Headquarters in Manila, Philippines
You will report to Director, SG-WUD and will oversee Technical Local staff.
Your Role
As a Senior Urban Development Specialist (Waste Management), you will lead the design and implementation of urban environmental management projects, particularly the solid waste management (SWM) projects in the DMCs of ADB. You will conduct analytical work to assess the status of SWM at the city and country levels, and contribute to the formulation and articulation of policy and strategies on SWM. You will lead/support in identifying, developing, processing, implementing, and administering loans, grants, technical assistance (TA) projects in DMCs, and provide relevant stakeholders with necessary technical support and knowledge for projects, focusing on SWM and circular economy.
You will:
- Process and administer sub-regional and DMC-specific loan, grant, and TAs on SWM, with due attention to country's development policies and projects' impacts on climate change, including private sector participation, sector restructuring, and reforms.
- Collaborate with other sector offices and departments in ADB to propose integrated solutions in response to DMC needs.
- Identify and introduce innovative and smart solutions, aligned with international best practices but fit for purpose and for the DMC context, in the design and administration of loans, grants, and TAs on SWM. Analyze various technological options and advise the most appropriate solution. Propose appropriate contract modalities and lead discussions on procurement issues including review of bidding documents, bid evaluation reports, and consultant recruitment.
- Undertake upstream analytical work and provide guidance in advancing policy and regulatory framework, private sector development, capacity building, and operation and maintenance arrangements for sustainable service delivery related to SWM including plastic waste management.
- Closely coordinate with RDs, RMs, Office of Safeguards (OSFG), Climate Change and Sustainable Development Department (CCSD), Office of Markets Development and Public-Private Partnership (OMDP), and Private Sector Operations Department (PSOD) in identifying, developing, implementing, and administering loans, grants, and TAs relevant to the SWM sector.
- Develop and maintain strategic partnerships with external partners for knowledge and project opportunities. Respond to external inquiries as needed.
- Lead the organization and implementation of knowledge sharing events and workshops on specialized topics on SWM and circular economy.
- Work on generating and disseminating knowledge solutions from ADB operations, international best practices and country or region specific cross-learning on SWM and circular economy.
- Support staff's learning and skills development in the field of SWM and circular economy including plastic waste management by leading or actively participating in relevant Communities of Practice.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Perform other duties as assigned and reflected in your workplan.
Qualifications
You will need:
- Master's degree or equivalent in Environmental Engineering, Environmental Science, Civil Engineering or relevant fields; or University degree in Environmental Engineering, Environmental Science, Civil Engineering, or related fields and at least 5 years specialized experience relevant to the position can be considered
- At least 10 years of relevant work experience; international experience working in several countries
- Excellent written and verbal communication skills in English
- Ability to undertake background research and analysis on difficult but well-defined tasks; collect and organize required data and information; apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers, and sections of reports
- Demonstrates in-depth understanding of the interactions between different ADB work areas and relevant workflows and their purposes
- Possesses good analytical thinking with ability to make simple causal links, pro-and-con lists, and analyses to reach a decision; and set priorities for tasks in order of importance
- Ability to coordinate and work effectively with staff within own work location and can work collaboratively with teams

Additional Information
This position is crucial to the Workforce Rebalancing Framework (2022–2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful candidates may occasionally undertake short-term assignments in other groups or departments when required. This fixed-term appointment for three years is renewable under Section 3.1 (b) of Administrative Order No. 2.01 on "Recruitment and Appointment
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
