OBJECTIVES OF THE PROGRAMME

The overall objective of the Awards and Accounts unit (ACT) within the Department of Finance (FNM) is to provide accounting policy guidance and support throughout the Organization (including hosted entities) and to manage the production of the annual WHO financial statements and accompanying reports. ACT is the focal point for accounting matters for Regions, Countries, Technical Units, related entities and the Global Service Desk. ACT directs and coordinates the monthly and yearly financial closure processes and coordinates on behalf of the Organization (and hosted entities) with the External Auditor in order that they can carry out their verifications of WHO financial records and issue an audit opinion. ACT ensures the integrity of the Organization wide financial information by overseeing the General Ledger. ACT analyses global expenditure and issues policies and procedures to ensure effective controls are in place. ACT oversees the timely recording, tracking and reporting of donor funded activities via an award and in line with donor agreements.

DESCRIPTION OF DUTIES

Under the supervision of the Finance Officer, Awards, Revenue and Reporting, the Finance Officer performs the following functions:

1) Prepares quality control reviews for large data sets of awards for reporting and ensures accuracy of new awards created under these Umbrella Grant Groups;

2) Act as a focal point between the reporting team, awards team and technical units on non-standard reporting to ensure a high level of service and coordinated response;

3)Support the Finance Officer in ensuring the accuracy of awards instalments and reconciliation of all awards to revenue and reported fund balances;

4) Reviews existing procedures in place and adds steps as necessary to ensure processes are up to date and followed;

5) Ensures working procedures in place and ensures data quality of reporting to the UN on the 1% levy;

6) Assists with adhoc data extraction, analysis and reporting as necessary;

7) Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in accounting, finance, business administration or related field
Desirable: Professional qualification in accounting such as CA, CPA, ACCA.

Experience

Essential: A minimum of two years of progressive financial experience in a large, complex, organization with an emphasis in financial accounting, transaction processing and reporting. Experience working with large data extracts, analysing the data and improving the way information can be extracted and summarized and communicated to non-financial managers. Demonstrated exposure at the international level.
Desirable: Proven project management experience. Experience working with WHO, the UN system, international organization or in a country level context.

Skills

Demonstrated skills and knowledge of principles and practices of accounting and finance with the ability to analyze financial data, complete reconciliations and identify/summarize issues that require action. Technicalskills to provide input on complicated reconciliation issues and to interpret financial rules, regulations and manual provisions in order to establish Finance instructions/guidelines. Attention to detail with the ability to manage large sets of data. Very good knowledge of and skills in the use of modern integrated accounting systems and excel.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 47,895 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3353 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

1. Purpose of the Position

       The purpose of this position is to support the Awards, Revenue and Reporting sub-unit by assisting in the overall controlling of award accuracy and quality control particularly for awards requiring reconciliation and non-standard reporting and groups transactions reported externally.

 

2.  Job Description

       The Finance Officer reports to the Finance Officer, Awards, Revenue and Donor Reporting who reports to the Head, Awards, Revenue and Donor Reporting. The incumbent is expected to interact with finance and non-finance staff from technical units and Regional offices.

Education Qualifications

       A first university degree in accounting, finance, business administration or related field

       A minimum of two years of progressive financial experience in a large, complex, organization with an emphasis in financial accounting, transaction processing and reporting of which at least two years at the international level. Experience working with large data extracts, analysing the data and improving the way information can be extracted and summarized and communicated to non-financial managers.

Desirable

       Audit or financial accounting experience within an audit firm together with experience with International Public Sector Accounting Standards, International Financial Reporting Standards or other international accounting standards. Proven project management experience. Experience working with the UN system or in a country level context.
