Organizational Setting

 

The Land and Water Division aims at enhancing the agricultural productivity and advancing the sustainable use of land and water resources through their improved tenure, management, development and conservation. It addresses the challenges member countries face in ensuring productive and efficient use of land and water resources in order to meet present and future demands for agricultural products, while ensuring the long-term sustainability of the land and water quantity and quality. It promotes equitable access to these natural resources with a view to enhancing productivity, livelihoods and ecosystem services. It provides assistance to member nations in developing policies, programmes, best practices and tools in the fields of irrigation and drainage, soil conservation, drought mitigation, water rights, access to natural resources, and improvement of land markets. The Division hosts the Secretariat of the Global Soil Partnership which aims to promote sustainable soil management at all levels contributing to food security and nutrition, provision of ecosystem services, mitigation and adaptation to climate change and sustainable development. The post is located in the Land and Water Division of FAO, Rome, Italy

 

Reporting Lines

 

The Land and Water Officer reports to the Secretary of the Global Soil Partnership under the overall guidance of the Director of the Land and Water Division.

 

Technical Focus

 

The Land and Water Officer (Soils) will provide technical support in the preparation and implementation of the programme of work in the area of sustainable soil management. This will include work on global soil assessments, soil management, soil information systems, restoration of degraded soils, soil technical networks, soil organic carbon sequestration, soil pollution, soil fertility and soil biodiversity.

Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.

 

Key Functions

 

• Researches and analyzes technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;

• Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;

• Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;

• Collaborates in the development of improved/updated tools, systems, processes, and databases;

• Participates on multi-disciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;

• Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;

• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;

• Supports resource mobilization activities in accordance with the FAO Corporate strategy.

 

 

Specific Functions

 

• Contributes at all levels to the implementation of the Voluntary Guidelines for Sustainable Soil Management. 

•Participates in the development and promotion of methodologies and tools for preventing/restoring soil degradation and enhancing the provision of ecosystem services by soils.

• Contributes to the provision of technical advice to various assessments, initiatives and provides technical backstopping to field projects on sustainable soil management.

• Undertakes technical analyses and facilitates the establishment of global, regional and national soil information systems.

• Assesses the technical specifications of equipment, tools and standards for soil laboratories, soil surveys and soil maps and foster harmonization processes.

• Collects analyses and disseminates data and information related to soil health in the framework of the Sustainable Development Goals.

• Develops and maintains contacts with counterparts in relevant national and international academic, research and policy institutions and non-governmental organizations with a view to fostering the Global and Regional Soil Partnership(s) and its technical networks in FAO Member Countries.

• Contributes to the organization of global symposia, regional workshops and training activities on soils.

• Facilitates the development and execution of technical action plans that result from global and regional dialogues.

• Support resource mobilization activities in accordance with the FAO Corporate strategy and under the Healthy Soils Facility.

• Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements

 

• Advanced university degree in soil science, agriculture, natural resources management, environment, or a related field with some specialization in soil science

• Five years of relevant experience in sustainable soil management, soil information systems, soil degradation and/or soil fertility. 

• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

• Working experience or knowledge about the Global Soil Partnership will be an asset

• Work experience in more than one location or area of work, particularly in field positions is desirable

• Extent and relevance of experience facilitating networks, working groups and regional partnerships 

• Demonstrated ability to analyze complex soil issues from an agricultural and environmental perspective

• Working experience or knowledge about the Global Soil Partnership will be an asset
