Purpose and Scope of the Job

Overall purpose of the job

The Head of Action Unit (Korea, Taiwan & Hong Kong) champions the use of effective, innovative non-violent direct actions (NVDA) within the organization. S/he is responsible for setting strategic direction on the use of action in Korea, Taiwan and Hong Kong, and the continuing improvement of action equipment, activist training and the provision of logistical support for the organization. As line manager of action coordinators in Seoul, Taipei and Hong Kong, s/he is responsible for performance management, staff development and assigning staff to project teams.

The post holder may be assigned to lead projects or to plan and implement actions for projects, which may involve other regions Greenpeace operates in.

Scope

Reporting to the Deputy Program Director, the post holder manages action coordinators in Seoul, Taipei and Hong Kong, and assigns staff to carry out action tasks in specific projects.

The post holder demonstrates considerable independence and initiative, and provides leadership for the planning, development and implementation of program-wide action strategy, as well as developing action capacity in Korea, Taiwan & Hong Kong.

The post holder provides direction and guidance to external consultants and temporary staff, as required.

The post holder prepares, monitors and controls expenses and budget.

Job responsibilities

Conceptual tasks, Strategy development and/or Project management

Provide leadership and strategic direction for the use of NVDA in campaign projects, in response to internal needs, external trends and the legal, political and cultural conditions that may affect the use of action tactics in specific regions.


Identify and implement ways (e.g. training, use of new action methods and equipment etc) to enhance action capacity within the organization.


Provide strategic advice on the use of NVDA, activities and events in campaign projects.

Keep abreast of useful information, resources, equipment, tools, technical and technological development in related fields, to ensure action capacity is up-to-date.


Implementation

Develop and implement effective actions, activities and events to support campaign goals.


Organize action training for staff and activists. Recruit, cultivate and manage activists.


Advise senior management in Program Department on relevant rapid response. Organize and lead rapid response projects if needed.


Ensure proper management of action equipment and warehouse.


Initiate collaboration and maintain relationship with useful groups and individuals such as freelance action coordinators so as to fulfill Greenpeace action needs.


Liaise with other Greenpeace offices and Greenpeace International for action-related issues.

Support/ Coaching/ Leadership

Lead, motivate and manage staff in line with the organizational aims and objectives to ensure effective staff performance and that staff development, training and performance reviews take place. Mentor staff on the best action practices.

Allocate staff to projects and provide knowledge-based guidance to the design and implementation of action tasks in projects. Coordinate staff capacity and action tasks according to agreed program priorities.


Compliance/ Keeping Framework Conditions

Ensure that appropriate planning protocol, safety and security procedures related to action and rapid response are in place and followed by staff, activists and contractors.

Ensure implementation of protocol for management of volunteers and activists

Ensure that the best action practices are being followed. Take action to enhance quality of work. Ensure all actions are properly evaluated and lessons are taken.

Develop, monitor and authorize expenditure in order to ensure cost effectiveness and strategic expenditure.

Specific Work Environment

The post holder works in a standard office environment, and is required to travel to other Greenpeace offices, campaign locations or locations where environmental problems require the presence of Greenpeace representatives.
The post holder will be required to work under pressure and in physically or mentally challenging situations.
Be on call after hours and on weekends as requested.
