Fixed-term for two years (first year is probationary) with the possibility of further extension, subject to satisfactory performance.
US$ 86,027 net per annum, plus post adjustment (currently US$ 67,961). Salary is free of income tax in the United Kingdom.
Under the overall supervision of the Deputy Director, Subdivision for Marine Technology and Cargoes (MTC), the incumbent will provide technical expertise associated with a number of activities, in particular regarding matters related to ship systems and equipment and the implementation of the Formal Safety Assessment (FSA) methodology.
- Carry out work, as directed, under the direct supervision of the Head, Marine Technology Section, in particular, on matters related to ship systems and equipment and formal safety assessment (FSA).
- Act as the Secretary of the Sub-Committee on Ship Systems and Equipment (SSE), including preparation and organization of meetings of the Sub-Committee; draft and edit documents, briefs and reports of such meetings; and carry out the appropriate follow-up actions.
- Implement the FSA programme and coordinate the work of the FSA Experts Group as required by the Maritime Safety Committee, in accordance with the Revised Guidelines for Formal Safety Assessment (FSA) for use in the IMO rule‑making process (MSC-MEPC.2/Circ.12/Rev.3) and carry out Secretariat functions for any FSA related issues, including maintaining the list of nominated experts.
- Carry out Secretariat functions and provide technical expertise and assistance to the work of the MSC and its subsidiary bodies, including expert, working and drafting groups, as directed, and prepare and review relevant meeting briefs, documents and reports.
- Respond to technical queries related to the MTC Subdivision, in particular on matters related to the work of the SSE Sub-Committee and FSA in respect of applicable requirements of IMO instruments and prepare reports, publications, presentations, circular letters and other documents, as assigned.
- Carry out missions on specific assignments and represent the Organization at national and international conferences, seminars, workshops and similar events, preparing and presenting lectures and technical papers, as required.
- Provide support and technical expertise to the Technical Cooperation and Implementation Division (TCID) in the formulation, development and assessment of technical co-operation activities, in particular on technical matters under the purview of the Marine Technology Section, including activities on the implementation of Cape Town Agreement 2012 (CTA) on fishing vessel safety and improvement of domestic ferry safety.
- Assist in the coordination and support of the work of other officers and research assistants/secretaries assigned to the MTC Sub-Division, as directed.
- Perform other duties, as may be required by Maritime Safety Division.
- Excellent ability to draft and edit technical texts and present complex issues orally in a clear manner.
- Thoroughness and good attention to detail in all responsibilities, ensuring accuracy in delivery and implementation.
- Proven organizational skills in coordinating activities and resources.
- Good analytical skills, with ability to work effectively under pressure with a positive and solution-oriented approach.
- Ability to build and maintain effective working relationships with internal and external stakeholders, at all levels including in an international, cross-cultural context.
Minimum seven years’ work experience in at least one of the following fields is essential: naval architecture; marine engineering; shipboard fire safety; shipboard life-saving appliances; which may include approval of ships’ Fire Control and/or Safety Equipment Plans, ship surveying or equivalent engineering experience. Experience in project management or/and the delivery of capacity-building programmes/activities is essential.
Advanced university degree* in one of the following fields is essential: naval architecture, marine engineering or similar technical subjects.

Proficiency in English is essential, with excellent drafting skills. Working knowledge and ability to understand complex technical issues in other official languages of the UN will be an asset.
Proficiency with Microsoft Word, Excel and PowerPoint. Knowledge of relevant international conventions and other instruments is essential. Experience of participation in international technical meetings and ship survey experience based on IMO regulations and classification society rules; IT skills (databases, website data, etc.); and management skills are advantageous.
