Country management unit context
The AWFC1 country management unit (CMU), covers 5 countries (Cabo Verde, The Gambia, Guinea Bissau, Mauritania and Senegal) and delivers Advisory Services and Analytics (ASA) and lending services to these countries.

Roles and Accountabilities
The Public Sector Specialist, based in Washington, will be under the supervision of the Governance Practice Manager for the Unit in charge of Africa Francophone group countries, EAWG1 (Cabo Verde, Gambia, Guinea Bissau, Mauritania, Senegal, Chad, Guinea Conakry, Mali, Niger, Benin, Burkina Faso, Cote d’Ivoire, and Togo). The Public Sector Specialist will focus mostly on the programs in the Senegal and Cote d’Ivoire country management units where he/she will provide support to the Governance program in these countries.
He/she will be expected to:
Contribute to the preparation and supervision of public sector governance operations (especially Program for Results) and ensure effective and timely delivery of programs;
Contribute and lead analytical products related to governance, especially on decentralization, civil service reforms or SOEs reforms and contribute to Implementation completion reports (ICRs);
Actively engage in dialogue and build working relationships with key government counterparts and development partners; and Contribute to business development.
Selection Criteria
• Public Administration - Understands the overall dimensions and structures of the mechanics of government and its public administration, including public financial management, SOE reform, domestic resource mobilization (especially tax policy and tax administration); decentralization and service delivery.
• Drive for Results - Takes personal ownership and accountability to meet deadlines and achieve agreed-upon results and has the personal organization to do so.
• Client Orientation - Takes personal responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success.

• Teamwork (Collaboration) and Inclusion - Collaborates with other team members and contributes productively to the team's work and output, demonstrating respect for different points of view.
• Knowledge, Learning and Communication - Actively seeks knowledge needed to complete assignments and shares knowledge with others, communicating and presenting information in a clear and organized manner.
• Business Judgment and Analytical Decision Making - Analyzes facts and data to support sound, logical decisions regarding own and others' work.
