The Green Climate Fund (GCF)—a critical element of the historic Paris Agreement—is the world’s largest climate fund mandated to support low-emission, climate-resilient development pathways. As an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), GCF contributes to the goal of keeping an average global temperature rise well below two degrees Celsius.

The Fund seeks to engage a Project-Specific Assessment Approach (PSAA) Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on HQ based. The assignment is for an initial  230 days over a 12-month period. 

Role

Under the supervision of OED’s Investment Operations Manager, the Consultant will be responsible for intake of proposals under the PSAA Pilot, project management tasks related to the implementation of the PSAA pilot, collecting data on the operationalization of the PSAA and preparing regular reports for Secretariat staff and management. The Consultant also will assist OED with internal project management, including the development of work timelines, budgets and scopes of work and coordination of cross-Secretariat engagement across various operational activities related to PSAA.

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

1. The Consultant will be responsible for the intake of new proposals under the PSAA pilot, including:

(a) Conducting an initial triage of entity questionnaires and pitch decks received through the GCF website to determine their eligibility and suitability for PSAA;
(b) Monitoring the PSAA email inbox, responding to routine queries and directing non-routine queries to the appropriate Secretariat staff;
(c) Working with colleagues in the divisions of Country Programming (“DCP”), Mitigation and Adaptation (“DMA”) and the Private Sector Facility (“PSF”) to prioritize project ideas, concept notes and funding proposals for PSAA in accordance with decision B.31/06, the GCF strategic plan and guidance provided by Secretariat management; and
(d) Informing internal and external project teams and other stakeholders of the steps in PSAA process and the status of their projects within the process as requested by OED.

2. The Consultant will be the Secretariat focal point for project management tasks related to implementation of the PSAA pilot, including:

(a) Drafting guidance notes new tools and procedures to review and assess PSAA applications more efficiently;
(b) Drafting work orders and supporting the Investment Operations Manager in monitoring the progress of consultancy firms reviewing PSAA applications on behalf of GCF;
(c) Tracking the review and appraisal of PSAA applications in accordance with relevant Board decisions and guidance from Secretariat management; and
(d) Updates to the overall project plan for the PSAA pilot, making adjustments to the timing of specific deliverables as necessary.
3. The Consultant will collect data on the operationalization of the PSAA and prepare regular reports to OED and other Secretariat divisions, including:
(a) Key performance indicators on PSAA proposals and implementation (volume, share of proposals submitted by DAE, etc.) and service standards for GCF annual work programmes;
(b) Annual and semi-annual reports on the operationalization and implementation of the PSAA; and
(c) Other reports as requested by the Investment Operations Manager.

Required Experience and Qualifications

The Consultant will possess the following experience and qualifications:
(a) Minimum Master’s level degree and three (3) years experience, Bachelor’s equivalent degree and five (5) years, or equivalent combination of relevant education and experience;
(b) Experience in project management; strategic due diligence or strategic planning, with preference of experience in development finance institutions, international organizations or multilateral development banks;
(c) Experience with the review and appraisal of climate and/or development projects in developing countries preferred;
(d) Proven ability to collaborate within diverse teams, agendas and perspectives, integrate inputs into a coherent plan of action, follow through on implementation of initiatives and problem-solve issues;
(e) Experience developing and monitoring key performance indicators at the corporate or project level;
(f) Demonstrated reliability with confidential information and materials;
(g) Excellent written and oral communication skills in English, and experience preparing high quality written briefings, dashboard reports, and other documents; knowledge of another UN language is an advantage.
