National Programme Officer (Climate Change and Humanitarian Response)
Under the direct supervision of the Chief of Mission (CoM) of IOM Republic of Korea (ROK), and in close collaboration with the relevant units at the Headquarters (HQ), Regional Offices (ROs) and Country Offices (COs), the National Project Officer (Climate Change and Humanitarian Response) will be responsible and accountable for project development support and donor liaison activities with climate change and environment related donor agencies and partners headquartered in the Republic of Korea, and managing, coordinating and overseeing the programmes the fields of climate change, environment, humanitarian response in the IOM ROK Office.
- Act as a liaison officer between climate change and environment partners in ROK and IOM Offices
- Provide support and guidance on accessing climate funds to IOM staff, including facilitating preparation of project proposals and ensuring compliance with donor requirements and procedures, by proactively analyzing strategies of the climate fund and identifying new resource mobilization opportunities
- Oversee the effective development and implementation of the humanitarian response programme by exercising administrative, operational and financial management responsibility for relevant projects.
- Provide operational management, guidance and technical supervision to humanitarian response programme’s national staff, assisting on programmatic strategy and implementation, including where to focus programme resources and operational challenges as they arise.
- Identify the priorities arose during the implementation of the Programme and contribute to the design and development of the new projects under the Programme and activities based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the COM, Regional Office, relevant Units at HQ, as well as with Government counterparts and other relevant public/private sector’s partner organizations.
- Establish and maintain effective working relationships with donors and potential donors, liaising, as necessary, with HQ, RO and IOM COs with resource mobilization functions.
- In coordination with the CoM, represent the CO in donor meetings, briefings, conferences, UN Working Group meetings and liaise with donors, governmental partners, project partners, think tanks, and policy centers at the international and national level.
- Timely communicate donor priority and trends to Cos and Ros by creating and maintaining up-to-date donor profiles and by producing guidance notes on donor priorities and trends
- Perform such other duties as assigned.
Education
- Master’s degree in International Relations, International Development, Political or Social Sciences, Climate Change, Migration Studies or a related field from an accredited academic institution with five years of relevant experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience working in international organization and knowledge of the UN system;
- Experience in programme development and capacity-building activities;
- Experience in donor relations and grant management for specific donors of IOM’s interest, particularly with climate funds;
- Demonstrated record of providing technical advice on matters relating to climate change and migration, particularly with respect to the provision of financial support to developing countries and proposal development.
- Experience in organizing consultations, workshops and seminars with highlevel stakeholders.
- In depth knowledge in the field of migration and climate change issues, and related project development and design, project implementation, and administrative and financial management;

- Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.

- Able to think proactively as well as adopt an operational & hands-on attitude.
Languages
- For this position, fluency in English and Korean is required (oral and written).
IOM’s official languages are English, French and Spanish.
