Human Resources Assistant

Seoul, Republic of Korea 

Job Description

Applications are welcome from internal and external candidates. For all IOM vacancies, applications from qualified and eligible first-tier candidates are considered before those of qualified and eligible second-tier candidates in the selection process. For the purpose of this vacancy, internal candidates are considered first-tier candidates.

 
Context
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the National Head of Resource Management (NHRM); and in collaboration with relevant units at Headquarters and the Administrative Centres, the Human Resources Assistant will provide support on human resources management functions to the Resource Management Unit (RMU), in the Mission to the Republic of Korea.

Responsibilities

  1. Provide clerical support to new staff selection process such as submission of vacancy notice, resume collection, interview arrangement, reference check until finalizing the Candidate Assessment Form (CAF) and provide daily assistance if necessary.
  2. Provide Daily Assistance to supervisor to support the smooth running of activities in the unit by initiating and tracking a variety of administrative transactions.
  3. Generate contract related administrative reports and respond to staff requests for correspondence and certificates.
  4. Facilitate the staff lifecycle by  supporting recruitment, onboarding, employee development, retention strategies, and separation processes in consultation with hiring managers or supervisors in  compliance with organizational policies and regulations.
  5. Maintain HR master data in the Organisation’s Enterprise Resource Planning (ERP) system.
  6. Complete human resources actions relating to time keeping and time management, including those impacting payroll within the timelines defined by the Payroll Unit, to ensure accurate payment of salary.
  7. Support to coordinate with Headquarters and the Regional Office in managing internship sponsorships with external entities, including governmental organizations and universities.
  8. Assist the RMU with other supports on financial process such as Purchase Requisition, monitoring invoice number including e-filing.
  9. Bring to the attention of the RMU any relevant administrative issues.
  10. Perform other duties as many be assigned.

Qualifications

Education
  • High school diploma with three (3) years of relevant experience; or,
  • Completed a bachelor’s degree or equivalent in business administration, Finance, Management, International Development, International Studies, Law or related field from an accredited academic institution, with one (1) year of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience in Human Resources Management and personnel administration;
  • Experience in administrative and financial management;
  • Experience in the usage of Enterprise Resource Planning system; and,
  • Experience in an international organization, non-government or government organization, in a multi-cultural setting, is an advantage.
Skills
  • Knowledge of Microsoft Office and computer literacy;
  • Knowledge of IOM/UN HR procedures and rules;
  • Ability to work with national and international institutions;
  • Knowledge of ERP systems such as SAP or WAVE is desirable. 
Languages

REQUIRED

For this position, fluency in both English and Korean is required (oral and written).

DESIRABLE

Any other UN official languages.

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

  2. This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.

Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable. As part of the mandatory medical entry on duty clearance, candidates will be requested to provide evidence of full vaccination.
