DESCRIPTION OF THE DEPARTMENT
The Finance and Compliance Department provides core support functions to all departments within the organization. The MSF Korea Office ensures consistent, high-level support for all activities related to financial analysis, budget planning, financial reporting, management accounting, compliance, and ICT services.
PURPOSE OF THE POSITION
Under the direction of the Head of Finance and Compliance, the Finance Planning Officer:
Review, implement, monitor, and report on various issues at the MSFK office to identify optimal solutions. Lead necessary projects and provide reliable, transparent information to local authorities and relevant organizations within deadlines.
Assumes responsibility for fund operations and management, contributing to stable office operations by supporting the Board, governance, and financial operations.
MAIN DUTIES AND RESPONSIBILITIES
1. Financial Planning
- Manages review, execution, monitoring, and reporting to examine diverse issues and identify optimal solutions.
- Oversee and coordinate the ERP system implementation project.
- Oversee and coordinate carbon accounting-related projects.
- Execute various strategic initiatives for improvement.
- Collaborate with internal departments and external partners.
- Prepare monthly/annual financial statements and reports (including balance sheets, income statements, cash flow statements, and government filings) within deadlines.
- Communicate with relevant agencies (National Tax Service, Ministry of Health and Welfare, Ministry of the Interior and Safety, etc.) to prepare and submit statutory reports to tax authorities, the Ministry of Health and Welfare, and the Ministry of the Interior and Safety, and report to HFC.
- Integrate funding registration, donation permits, or regulatory requirements related to inspections with relevant agencies (MOI, MOH, National Tax Service, etc.) and report to HFC.
- MSF Korea actively participates in maintaining up-to-date knowledge and understanding of financial, nonprofit-related laws and regulations, and industry standards that may impact MSF Korea’s policies and procedures.
- Contributes to the establishment, implementation, and improvement of MSF Korea’s financial and compliance policies and procedures.
- Ensures financial processes align with organizational guidelines and operate with appropriate levels of internal control, while documenting, communicating, and updating through sharing relevant information and providing staff training.
2. Treasury Management
- Prepare and manage cash flow statements.
- Maximize interest income through the operation of surplus funds.
- Maximizing Grant disbursements through fund management
- Manage all grant-related operations and administration.
- Treasury operations and management (discovery and application of financial products and services)
3. Budget
- Supports the establishment of annual budgets and long-term forecasts from an analytical perspective.
- Monitor budget execution status and perform monthly rolling forecasts (share monthly budget execution data with relevant department heads, identify discrepancies, and propose corrective actions).
4. Board meetings, regular shareholder meetings, and compliance-related tasks
- Performs various support tasks related to board meetings, annual shareholder meetings, and compliance matters.
- Performs necessary tasks to strengthen governance and compliance functions.
- Supports various committee operations. (e.g. Finance and Risk Committee, etc)
- Handles risk management duties. (e.g. Risk register, etc)
5. Financial Operations Support
- Supports closing, accounting management, audit responses, and related tasks.
6. Organizational and Others
- Maintains and manages core operational processes seamlessly through team collaboration.
- Provides constructive and strategic input on POA and other organizational requests.
- Manage risks and processes through effective, clear, and timely communication with internal/external stakeholders.
- Have flexibility to adjust work schedules according to organizational needs and can provide support for other roles, including flexible work arrangements or additional hours when required.
QUALIFICATIONS AND REQUIREMENTS
1. Essential
- Minimum of 3 years of experience in finance and accounting
- Degree in accounting, finance, or business administration
- Fluency in Korean and English (written and spoken)
- Knowledge of Korean accounting standards and legal compliance
- Proficiency in Microsoft Office (Excel, PowerPoint, Word)
- Strong written and verbal communication skills
- Results-oriented and detail-oriented
- Customer-focused with a positive and proactive attitude.
- Strong teamwork and interpersonal skills
2. Preferred
- Experience and knowledge of Duzon systems
- Experience working in a non-profit organization

- 현금흐름표 작성 및 관리
- 잉여 자금 운용을 통한 이자 수익 극대화
- 자금 운영을 통한 보조금 집행 극대화
- 보조금 관련 운영 및 행정 관리
- 금융상품 및 서비스 탐색·적용 등 재무 운영 총괄
3. 예산 관리
- 연간 예산 및 중장기 재무 전망 수립 지원
- 예산 집행 현황 모니터링 및 월별 롤링 포캐스트 수행
- 예산 집행 데이터 공유, 편차 분석 및 개선방안 제안
4. 이사회 및 컴플라이언스
- 이사회 및 주주총회 관련 지원 업무 수행
- 거버넌스 및 컴플라이언스 기능 강화 지원
- 재무·리스크위원회 등 위원회 운영 지원
- 리스크 관리 및 리스크 레지스터 관리
5. 재무 운영 지원
- 결산, 회계 관리, 감사 대응 등 재무 운영 지원
6. 조직 운영 및 기타
- 팀 협업을 통한 핵심 운영 프로세스 관리
- POA 및 조직 요청사항에 대한 전략적 의견 제시
- 내부·외부 이해관계자와의 효과적 커뮤니케이션을 통한 리스크 관리

자격 요건
1. 필수 요건
- 재무 또는 회계 분야 경력 3년 이상
- 회계, 재무, 경영학 관련 전공 학위 보유
- 한국어 및 영어 능통
- 한국 회계 기준 및 관련 법규 이해
- MS Office(Excel, PowerPoint, Word) 활용 능력
- 우수한 문서 작성 및 커뮤니케이션 능력
