Main purpose of job:

The UK Science and Innovation Network (SIN) is a network of 125 officers based at 66 locations around the world, tasked with three core objectives: to project the UK’s Science, Technology and Innovation (STI) excellence and leadership globally; to actively build and facilitate STI collaborations of value to the UK; and to provide STI insights and intelligence. At the British Embassy Seoul the SIN team leads on collaborative activity that is developed and delivered in line with UK policy and strategy, and with priorities mutually agreed in partnership with the Republic of Korea Government. Our current high level sector priorities cover Global Health, Climate and the Environment, and Digital and Emerging Technologies.

As the Science and Innovation Manager –   Net Zero and Future Mobility, your role will be to lead, develop, and strengthen the bilateral research and innovation relationship for these sectors. Working closely with the Head of Science, Innovation and Health, and colleagues in the SIN team, you will manage existing and generate new relationships with ministries, funding agencies, research institutions, companies and universities in both countries. You will be responsible for the development, delivery and efficient budget management of strategic projects and activities, and the effective communication of their impact to a broad range of stakeholders. You will be expected to be both able to deliver individually and, importantly, to cooperate with colleagues across the British Embassy Seoul to maximise outcomes.

Roles and responsibilities:

Partnership and Project Development & Management (70%)

(Thematic responsibilities may change subject to strategic requirement)

  • Manage and develop new bilateral R&D collaboration programmes and projects between the UK and the Republic of Korea in line with UK and bilaterally agreed priority.
  • Manage and develop strategic relationships with government ministries and national agencies, regional government and agencies, research performing organisations, and companies in the UK and Republic of Korea.
  • Support the preparation and delivery of bilateral government-to-government science and innovation dialogues and exchanges.
  • Support the preparation and delivery of inward and outward visit programmes.
  • Support and facilitate UK-Republic of Korea bilateral exchange within multilateral fora.
  • Ensure efficient management of allocated budgets and support/lead project funding acquisition.
  • Effectively communicate programme and project outcomes and impact through internal reporting and public communications channels.

Net Zero and Future Mobility R&D Policy Analysis and Reporting (20%)

  • Analyse Korean Government net zero and emerging technologies R&D support policies and strategies, prepare and distribute reports to UK partners and stakeholders, and lead response to sector relevant centrally commissioned reports.
  • Promote and communicate relevant UK policies and strategies to Korean stakeholders.
  • Use analysis to identify and communicate bilateral collaboration opportunities for new strategic programme development.

Cross-Embassy Collaboration (5%)

  • Work in close collaboration with colleagues and as part of projects across the British Embassy Seoul to ensure effective information sharing and maximisation of programme and project impact.

Corporate Contribution (5%)

  • Participate and take a leading role in projects and activities bettering the British Embassy Seoul workplace or in support of corporate social responsibility.

Please note that with the British Embassy Seoul’s delivery of the ONE HMG Overseas agenda, the work and responsibilities of this role may change and that staff flexibility is expected.

Resources managed (staff and expenditure):

You will be responsible for the identification of and submission of proposals for project funding, and the effective management of budgets secured on an annual basis.

  • Fluency in English and Korean communication, both spoken and written.
  • Self-motivation, creativity, and the ability to take the initiative and deliver to deadlines, both individually and as part of a team;
  • Evidenced interest in science and innovation and/or international cooperation;
  • Project and budget management experience.
  • Customer relationship and event management experience.
  • Strong written and spoken communication skills.
  • Standard computer literacy skills.

Non-essential, but desirable qualifications, skills and experience:

  • Experience working for or with sector relevant Korean ministries, funding agencies, associations, and research performing organisations.
  • Experience in inter-governmental relations.
  • A scientific or engineering education or vocational background, particularly related to net zero and transportation technologies.

The position is being advertised on a 12-month fixed term contract with the possibility of extension.  

Learning and development opportunities:

  • Thematic sector knowledge and role specific skills development.
  • Successful candidate will be expected to complete mandatory online learning courses and encouraged to pursue other relevant training opportunities.
  • Formal learning to be agreed between successful applicant and Line Manager.

The British Embassy Seoul is committed to investing in L&D for its staff, and provides a range of L&D opportunities, from learning sets to speaker events, group learning to job shadowing opportunities, as well as an extensive suite of online learning materials. Where job-specific training is identified the British Embassy will provide access to appropriate courses.

Working Patterns:

While some evening work and travel overseas (which might include weekends) and within Korea is required, we promote family-friendly flexible working opportunities, where operational and security needs allow.

Normal working hours are Monday to Friday, 09:00 – 17:15 (17:00 on Fridays). However, occasional evening and weekend working may be required, for which time off in lieu is given. The British Embassy encourages flexible working and various flexible working arrangements are possible with line manager agreement, including working from home.

No accommodation or relocation expenses are payable in connection with this position. Employment offers are subject to successful clearance of pre-employment checks. All candidates must be legally able to work and reside in the country of the vacancy with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit.
