Org. Setting and Reporting

The OVRA was created as part of the four-pronged strategy set out in the 2017 report of the Secretary-General to the General Assembly on special measures on protection from sexual exploitation and abuse: a new approach (A/71/818). Its mandate is directed to ensuring that the rights and dignity of victims are at the forefront of all elements of the United Nations system-wide response to sexual exploitation and abuse alleged to be perpetrated by United Nations uniformed or civilian personnel and non-United Nations troops serving under a Security Council mandate.

This position is in the Office of the Victims’ Rights Advocate. The Political Affairs Officer reports to the Human Rights Officer and the Victims’ Rights Advocate/Assistant Secretary-General.

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

• Gathers, selects and analyses information contained in communications and publications received from different sources, including the press.
• Maintains up-to-date knowledge of events relating to mandate for which the staff member is responsible.
• Keeps abreast of latest trends and developments in the area of assignment, in particular on initiatives regarding support to victims of sexual exploitation and abuse and mapping of victims’ rights approaches and services, provide input on issues to the ASG/Victims’ Rights Advocate, Field Victims’ Rights Advocates, senior officials and colleagues in missions and elsewhere in the Secretariat.
• Monitors relevant national, regional and international level political developments and provides advice to field mission/UN agencies active on the ground.
• Provides technical and substantive back up in the implementation of mandates and projects of the Office.
• Produces and reviews relevant documents, briefing papers and reports, identifies problems and issues to be addressed and proposes corrective actions, liaises with relevant parties and tracks follow-up actions.
• Maintains contacts with other sectors of the UN, other international organizations and governments on coordination, policy matters and projects implemented by the Office.
• Monitors actions taken by intergovernmental groups, UN organisations, government and non-governmental organizations related to the area of responsibility.
• Participates in missions related to the mandate and activities of the ASG/Victims’ Rights Advocate as appropriate.
• Coordinates the submission of all substantive reports and official documentation, including budgets and administrative documents
• Performs other related duties as required.

Education

An advanced university degree (Master’s or Doctorate degree, or equivalent) in political science, international relations, international economics, law, social science, public administration or related field is required. A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies mentioned above with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience

A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution, social science or related area is required.
A minimum of two years of experience in drafting and report writing is required.
Experience in the coordination, development and implementation of projects in at least one of the following areas (political affairs, human rights, sexual exploitation or abuse) is desirable.
Experience with human rights is desirable.
Experience with an international organization in the area of victims’ rights is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Appointment or assignment against this position is for an initial period of one year.

United Nations Considerations

The term “sexual harassment” means any unwelcome conduct of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation, when such conduct interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment, and when the gravity of the conduct warrants the termination of the perpetrator’s working relationship. Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
