The Communication and Information Sector’s mission is to promote freedom of expression, media development and media literate societies, and to build knowledge societies through fostering universal access to information, innovation for sustainable development and the preservation of documentary heritage. (The role of this vacant position does not include responsibility for UNESCO's wider external communications, which is managed by the Division for Communications and Public Engagement.)
Under the authority of the Assistant Director-General for Communication and Information, the overall supervision of the Secretary of International Programme for the Development of Communication (IPDC), and the direct supervision of the Deputy Secretary of the IPDC, the Associate Project Officer will be recruited to contribute to the implementation of activities under the umbrella of the IPDC.
The Outcomes of the IPDC are in line with 41 C/5 Output 6.CI3 “Member States and media institutions enabled to strengthen media development and media pluralism, including through the International Programme for the Development of Communication (IPDC)”.
The post is located in the Strategy and Policy Office and Secretariat of the IPDC of the Communication and Information Sector (CI/SPO) at UNESCO's Headquarters. The main responsibilities of the Associate Project Officer will be as follows:
Contribute to the timely organization of the IPDC Bureau and Council meetings and follow-up on their recommendations and decisions:
Support the preparation of the IPDC Bureau meeting, Intergovernmental Council session and other IPDC governance-related meetings by producing working and official documents.
Support the management of the IPDC project calls and main initiatives (e.g. media viability, safe spaces, journalism education, transparency).
Support the design and implementation of Bureau and Council decisions.
Contribute to building momentum for solutions to the media viability crisis and other emerging media policy issues:
Help to maintain the IPDC as a laboratory for ideas on emerging media policy issues, including on the issue of media viability, internally and externally.
Support the Secretary and Deputy Secretary on relevant missions pertaining to those topics and/or aimed at improving IPDC’s visibility.
Improve and help manage IPDC’s Information Management Systems to continue building institutional memory and IPDC’s brand:
Improve and support the management and monitoring of the project submission, selection, budgetary and implementation cycles.
Enhance project proposals collection tools, including online platform, in line with IPDC communication's strategy and objectives, while anticipating future potential developments and needs.
Improve visibility of IPDC activities, including by supporting the management of the IPDC website in close consultation with CI and CPE’s web teams and in close cooperation with EO/CI; drafting content for IPDC homepage and sub-pages; keeping the information up-to-date, and optimizing its public outreach.
Review and map resources of the IPDC to classify and strategize where IPDC's most important information assets lie and propose solutions to give maximum value to those, including through IPDC’s digital assets.
Support the dissemination strategies of IPDC’s resources.
Support IPDC's resource mobilization strategy:
Assist in producing strategic talking points for briefings and country meetings.
Provide timely, qualitative and up-to-date key information and analysis to inform IPDC Secretary and Deputy Secretary's decision making and management of the programme.
Participate in outreach meetings with potential and current donors of the IPDC.
Develop project and activities proposals targeting traditional and new potential donors to the IPDC.
Monitor IPDC’s financial situation and prospects.
Liaising and information-sharing with field offices, colleagues at HQ and external partners:
Hone skills to render complex information and data into easily accessible documents and other communications.
Regular communications with Field offices, other colleagues of the CI Sector and UNESCO, as well as external partners.
Proactively search for better processes and working methods to ensure timely completion of tasks, smooth information sharing flows, and business continuity.
Provide guidance and feedback to fellows and interns, help with on-boarding.

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximate annual starting salary for this post is 68 709 US $.
