Despite substantial economic growth and poverty reduction, the EAP region faces huge development challenges. Growth has been uneven across and within countries, institutions still need strengthening, and most countries are heavily affected by climate change. The Bank plays a significant role on global public goods, including climate, biodiversity, water pollution, and health. The COVID pandemic, and more recently food and energy price increases are compounding the impact of the global economic slowdown. Urban, Resilience & Land (URL) Global Practice (GP)

Urbanization is the defining phenomenon of the 21st century and government investment priorities are shifting as a result. As cities grow, so does their exposure to natural disasters. Increasing population and wealth lead to an expansion in the quantity and value of the building stock and infrastructure. The risk that growing cities face may further be exacerbated by haphazard and unplanned development. Matters of land are core to effective urban development and relate to how communities, families, public and private sector get access to land and how their rights are administered, managed, and altered. URL is responsible for the World Bank’s investment, technical assistance, and analytical work in the fields of land management and urban development.

The topic of smart, green cities will bring together all these elements and incorporate innovative technology-enabled solutions, such as the use of geospatial tools, hazard models, and big data for land management, decision making and urban services. Smart Cities should be looked as a process rather than a static outcome, in which increased citizen engagement, hard infrastructure, social capital and digital technologies make urban space more liveable, resilient and better able to respond to evolving challenges.

RELEVANCE TO THE UN SDG 11 (Sustainable Cities & Communities) AND CLIMATE ACTION

The UN Sustainable Development Goal 11 defines sustainable cities as those that are dedicated to achieving green sustainability, social sustainability, and economic sustainability. They are committed to doing so by enabling opportunities for all through a design focused on inclusivity as well as maintaining a sustainable economic growth. The focus also includes minimizing required inputs of energy, water, and food, and drastically reducing waste, output of heat, air pollution – CO2, methane, and water pollution. In a Smart City, green solutions (thru urban planning and design, appropriate use of technology, and accessible institutional mechanisms) are equitably made available to all individuals and communities in a sustainable manner.

Cities are critical for countries’ climate actions not least because three quarters of the global Greenhouse Gas (GHG) emissions originate from city-based activities, chiefly due to the final energy use. The World Bank’s low carbon city approach supports cities in analyzing and reducing GHG emissions systematically and builds capacity for future trading of GHG emission credits as a way of monetizing low carbon investments. URL has extensive experience with climate change adaptation within its portfolio of disaster risk management and resilience work in the aftermaths of climate shocks and extreme weather events. Current focus lies with developing city level solutions to climate change mitigation in ways that are affordable or profitable to cities through monetization and lead to a more conducive and healthier environment. Key areas of intervention include Building Energy Efficiency, Low-Carbon Infrastructure and Transport, and Climate Smart Urban Form. The latter connects with the Smart City approach, and its real-time evidence based, digital and interconnected planning and zoning capability embedding low carbon objectives.

Regional and Korea context

EAP is seeing population and economic growth stabilizing, accompanied by increasing personal wealth, and yet at the same time continued escalation of urbanization and progressing climate change. Mid-term forecast of decreasing density of urban development and reductions in the average household size as well as rise of middle class in the region is expected to translate to a high demand for planned and serviced urban land in the region. Estimates indicate 600 million new households will emerge by 2050 urban population increase of 33 % and 80% increase in urban area will be needed by 2050. This in the context of EAP being currently home to the world’s largest slum population, 250 million, with both the poor and many middle-income earners lacking access to affordable housing. Harnessing the urbanization to 2050 forms the major land management and urban development challenge for the countries of the region critical also to achieving inclusive growth and meeting the World Bank’s aims of ending extreme poverty and achieving shared prosperity.

The World Bank Group (WBG) Korea Office was opened in December 2013 in Songdo, Incheon City. It has focused on knowledge sharing, operational support and disseminating Korea’s development experience outside Korea and bringing WBG global knowledge into Korea.

Under the current Phase 3 (2021 – 2023) of the Korea office strategy, GP URL introduced a smart, green sustainable cities program, working with the World Bank’s Global Smart City Partnership Program (GSCP) and coordinating with the Singapore office. Senior Urban Development Specialist is sought to join the Korea-based URL team to provide operational and analytical support to cities in the East Asia Pacific region.

Duties & responsibilities:

• Implement URL’s smart and green cities advisory services and analytics program and support implementation of the land and property valuation program in the Korea Office;
• Join URL’s lending preparation and supervision, knowledge management works, and associated missions to client countries in EAP (and selectively in SAR) in technical specialist and gradually team leader functions;
• Develop URL’s country programs for smart and green cities and land management in EAP (and selectively SAR);
• Manage knowledge generation and organize knowledge sharing activities under the Korea Office URL programs
• Manage Trust Fund activities including preparation of grant proposals, consultation on technical issues, preparation of progress reports, project briefings, disbursement and quality control of deliverables;
• Implement the urban and land/planning/geospatial/resilience work of the Korea Office Innovation Hub activities across Global Practices (URL, Environment and Natural Resources; Finance, Competitiveness & Innovation; Governance etc.);
• Contribute to cross-sectoral engagements such as Sustainable Development Practice Group works, Korea Office Phase 4 Frameworks and other CMU-led activities;
• Support the Korea Green Growth Trust Fund activities in the Korea Office and across GPs;
• Liaise with the World Bank Group task teams to link Korean partners, leverage Korean expertise and knowledge, and support knowledge exchanges and capacity building programs; and
• Support client countries and cities in developing and implementing programs on land management that will help to combat the COVID-19 crisis, accelerate recovery and increase capacity to handle future pandemics.
• Undertake other related responsibilities as assigned by the management of URL and the Korea Country Office of the World Bank.

Selection Criteria

• Educational Degree: Master's or higher degree (urban development, land management, other) with 8 years of relevant professional experience.
• Advanced knowledge of approaches, thinking, and tools pertinent to Smart Cities, including the role of land records, cadastral mapping, geospatial infrastructure, valuation, taxation, planning, utility management, and construction permitting functions have in Smart Cities.
• Substantial experience as a technical specialist or project manager in digital urban systems, land administration, or planning technical assistance or investment operations;
• Excellent analytical and communication skills and ability to write clearly and concisely in English.
• Experience with the World Bank operations as a technical specialist or, preferably, a Team Leader is considered as an advantage;
• Working experience from minimum two countries outside their own, working in East Asia and Pacific region considered as an advantage;
• Excellent oral and written communication skills in English.
