The position is assigned in the Field Office Support Team, within the Institutional Services Division (CSIS), under the Corporate Services Department (CSD) and will be outposted to Thailand Resident Mission (TRM) supporting a portfolio of ADB Field Offices.

CSD manages the building, office space facilities, and delivers over 70 diverse corporate services essential for ADB's operation. It provides administrative support to ADB Management and staff and delivers quality products and services at an affordable cost. The office is headed by the Director General (DG) and supported by Division Directors who manage the respective business units.

CSIS is responsible for library, information coordinator services, records and archives services (Information Resources and Services Unit); printing, mail and messenger, non-life corporate insurance, shipping, transport, and asset management (Logistics Management Unit); government relations functions for ADB and tax-exempt vehicle services and compliance (Government Relations Unit); and real estate and property management for the country offices (also referred as field offices) under the Field Office Support Team.

Position title upon appointment is Real Estate Management Specialist.


Job Purpose

The Global Real Estate Management Specialist will provide support to the activities of the Field Office Support Team, including planning, delivering and managing best-in-class building operations for the ADB global real estate portfolio.

The incumbent will report to Director, CSIS and will have secondary reporting arrangement to Country Director, TRM on administrative matters. The incumbent will supervise National Staff and Administrative Staff.

Responsibilities

  • Work directly with the various ADB Field Offices located around the globe to oversee and manage multiple projects/activities related to global real estate requirements. Global real estate projects may include, but not limited to: (i) expansion, reconstruction, refurbishment of existing Field Office; (ii) establishment or move to new leased premises; and (iii) purchase or lease of land and construction of a new Field Office.
  • Plan projects with clear and measurable milestones, schedule, performance metrics, and monitor actions, corrective actions, and overall progress.
  • Manage the life cycle of properties and projects and build comprehensive pipeline of projects. Produce business case and documents for management approval as needed.
  • Work closely with Field Office staff at the field location and other stakeholders to carry-out activities.
  • Provide technical and financial analysis advice to Field Offices, including on aspects of sustainability and workplace wellness.
  • Coordinate project interdependencies and resource allocation in ADB’s capital expenditure budgetary processes with stakeholders.
  • Coordinate project resources in collaboration with stakeholders, including the engagement and management of third-party vendors for the outsourced services, inclusive of ensuring appropriate functional terms in their contracts, sufficient and continuous alignment expectations and monitoring and reviews of their performance (operational and contractual and in terms of output and outcome).
  • Coordinate, assess, and report on the progress of the projects against the plan ensuring its timely delivery within schedule, scope, budget, and quality requirements. Conduct activities needed for preliminary assessment of properties, concept planning, design development, budget control, drafting of procurement documentation, review of technical materials and procurement of various goods and services to complete the project within the timeline.
  • Review project progress to ensure that high standards in the implementation phase are achieved within the budget estimates.
  • Report and escalate issues as the need arises, and develop and maintain project documentation present periodic report to stakeholders.
  • Perform other duties that may be assigned as reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

  • Master’s degree in project management, construction management, business administration, civil engineering, building science, architecture or equivalent; or University degree in related fields and at least 5 years specialized experience relevant to the position can be considered
  • At least 8 years of relevant work experience.
  • International experience working in several countries in planning and managing multiple facilities infrastructure projects of large scale-multinational organizations that involves design; development of technical specifications and drawings; cost estimates for the procurement of goods and services; contract administration; and construction fit-out of Class A/ 5-star facilities, ideally with public and private sector organizations
  • Knowledge of best practices in workplace strategy & planning, activity-based working, agile working environments, space utilization for cost-effective commercial real estate solutions, and ability to adapt to emerging trends and industry innovations.
  • Intermediate experience in data gathering, cleaning, analysis, and drawing conclusions on data sets. Solid budget management (capital and administrative expense) experience.
  • Excellent written and verbal communication skills in English is required, including superior communication and presentation skills in technical and business matters
  • Ability to liaise effectively with all types of internal and external clients, and to manage both staff and outsources agency personnel in project management and related fields.
  • Strong analytical, negotiation, and interpersonal skills developed in a multi-cultural business environment.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
