Mission and objectives

The UNODC-KOSTAT Centre of Excellence for Statistics on Crime on Criminal Justice in Asia and the Pacific, established in 2019, provides and organizes technical assistance and training activities to support Member States in the Asia-Pacific region and carries out research on innovation in the field of crime prevention. Its main objective is improving statistical methodologies and technical capabilities in the production, collection, analysis and dissemination of crime and criminal justice statistics, which is vital for evidence-based crime policymaking and monitoring the Sustainable Development Goals (SDG). Specific attention is given to key thematic challenges in the Asia-Pacific including gender-based violence, corruption, smuggling of migrants, trafficking in persons and adherence to international standards in criminal justice systems, among others. The CoE objectives are met by promoting the adoption and implementation of the International Classification of Crime for Statistical Purposes (ICCS), increasing the availability and quality of data provided to the UN-Crime Trends Survey (UN-CTS), supporting the development of Corruption Surveys and Crime Victimization Surveys, and enhancing the production of data in the areas of crime, violence, trafficking, access to justice and the rule of law.

Context

The CoE serves as a regional innovation hub for the exchange of knowledge, experience, and information between stakeholders involved in national crime statistics systems including, national statistics offices, law enforcement, prosecutors, courts, prisons, relevant line ministries and other relevant external entities in academia, NGOs and civil society for a collaborative approach to capacity building in this important field. The CoE has actively provided and organized technical assistance and training activities to support Member States in implementing the International Classification of Crime for Statistical Purposes (ICCS), Crime Victimization Surveys, and Corruption surveys; increasing the availability and quality of data provided to the UN-Crime Trends Surveys (UN-CTS); and supporting the production of data indicators required to monitor relevant Sustainable Development Goals in the areas of crime, violence, trafficking, access to justice and rule of law (SDGs 3, 5, 11, 15 and 16). In this context, the incumbent will assist the facilitation of the training activities and advocacy events, help develop / revise UNODC methodological tools with their expertise in cybercrime, provide desk research on the trends and patterns of crime in the region, produce relevant materials, and ensure the timely dissemination of communication materials.

Task description

Within the delegated authority and under the supervision of the National Programme Officer (CoE Coordinator) or his/her designated mandated representative(s), the UNV Research Officer will: • Support developing the global statistical framework for cybercrime and undertaking outreach activities such as support in organizing international, regional, and national consultations, meetings, and workshops and making presentations on assigned topics/activities; • Provide, prepare, and draft reports, guidelines, standard operating procedures (SoPs), and analysis on cyber-related issue; • Support the revision of the International Classification of Crime for Statistical Purposes (ICCS), especially on cybercrime; • Prepare and draft a variety of written outputs that relate to the implementation of the project, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations; • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods; • Actively identify needs, wants, and demands on improving crime statistics from Member States; • Ensure that requirements and background information used for data analysis are documented; • Assist in the communication and dissemination of CoE activities such as Annual Review, web story, newsletters, etc.; and • Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Requirements

Required experience

3 years of experience in law, criminology, computer science, information systems/security, cybersecurity, cybercrime, forensic computer/digital forensics, computer engineering, police studies or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of three years of progressively responsible professional experience in undertaking counter-cybercrime (cyber-dependent or cyber-related) law enforcement investigations, virtual assets/cryptocurrencies investigations is required; • Experience in delivering training or providing mentoring or technical assistance in cybercrime, and virtual assets/cryptocurrencies is desirable; • Work experience within the United Nations system or similar international organization dealing with law enforcement-related operations is desirable. • Experience in the implementation, management, and monitoring of technical assistance projects is desirable. • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Experience in data analytics or related areas is desirable; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in crime prevention, volunteerism as a mechanism for durable development, and the UN System
