Organizational Setting and Reporting Relationship

The position of Director, Digital Technology for Development is assigned to the Digital Technology for Development Division (CCDT) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.

In collaboration with Sectors Group, Information Technology Department (and other Departments as relevant), you will lead and oversee the planning, implementation, and supervision of work plan of the Digital Technology for Development Division to ensure the Department goals are in line with ADB's corporate objectives.

This position shall report directly to Director General, CCSD with dotted line to Director General, Information Technology Department (ITD). You will oversee international, national, and administrative staff, and work with digital specialists in ITD, the Sectors Group, and other Department.

Your Role

As a Director, Digital Technology for Development, you will provide strategic advice, guidance, and knowledge expertise to promote digital technologies in Asia and the Pacific, and serve as a leading figure to shape the Bank’s digital technology strategies. The selected candidate will collaborate closely with ADB’s departments to mainstream digital technologies in ADB core business operations.

You will:

  • In collaboration with Sectors Group, Information Technology Department, and other Departments as relevant,lead and oversee the planning, implementation, and supervision of work plan of the Digital Technology for Development Division to ensure the Department goals are in line with ADB's corporate objectives.
  • Lead in the formulation and updating of ADB’s digital technology strategies, operational plans, guidance notes and toolkits to raise the level and quality of digital solutions across our operations and in coordination with ITD, operations departments, and other relevant ADB departments/units.
  • Lead the conduct of policy dialogues and digital technology readiness assessments to assist DMCs in integrating digital technology in country partnership strategies, country operations business plans, and projects/programs.
  • Lead in supporting operations in identifying emerging areas and developing digital technology projects and/or incorporating digital technology in the design of sector and thematic projects, including support for cross-sector-thematic project designs.
  • Develop innovative communication approaches to increase visibility of ADB’s digital technologies in ADB operations including outreach activities and establishing partnerships with centers of excellence involved in digital technologies for development and innovation.
  • Lead the design, processing, and implementation of regional technical assistance projects supporting knowledge products and services and scaling up of digital technologies in ADB operations.
  • Support the Board and Management for relationship management, consultation and coordination with governments, development partners, civil society, and private sector groups in the area of digital technology operations and policies.
  • Lead the development and conduct of learning, capacity development and knowledge solutions including research and analysis and knowledge sharing programs for ADB staff and DMC officials on digital technologies, including learning activities in consultation and coordination with ITD.
  • Represent ADB at external knowledge sharing and development partner coordination events on digital technologies.
  • Supervise the performance of staff and manage the budget and resource allocation of the Division.

Qualifications

You will need:

  • Master’s degree in public policy, public administration, computer engineering, or equivalent in information technology or University degree in related fields combined with at least 10 years of specialized professional experience relevant to the position can be considered
  • At least 15 years of relevant professional experience, including international work experience working on development in several countries.
  • Practical work experience in one or more of the business areas covered by the Division (digital technologies).
  • Proven management and leadership qualities.
  • Excellent oral and written communication skills in English.

Additional Information

This is a fixed term appointment or assignment for senior staff, for a period of 3years. This opening is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

 

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment

Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.
