Job Description

The consultancy will be full-time to be delivered from the UNFPA Regional Office based in Cairo, or remotely from Seoul observing the Cairo work week, Sunday through Thursday 09.00 - 17.00 GMT+2 with a 1 hour break.

Purpose of consultancy:

UNFPA is the lead United Nations sexual and reproductive health agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA expands choices and possibilities for women and young people to lead healthy and productive lives. The UNFPA strategic plan, 2022-2025, is the second of three consecutive strategic plans leading to 2030. It focuses on critical pathways and the strategies necessary to accelerate the achievement of three transformative results: (a) ending the unmet need for family planning; (b) ending preventable maternal deaths; and (c) ending gender-based violence and harmful practices, including female genital mutilation and child, early and forced marriage.

In 2024 UNFPA was awarded a grant from KOICA to provide life -saving SRH and GBV services to vulnerable women and girls. In the framework of this initiative, UNFPA is hiring a consultant to further contribute to the achievement of the objective and results of the project. The consultant is part of the proposed human resources (HR) under the Project Ecosystem budget. The project targets highly vulnerable women and girls in need of the above- mentioned humanitarian services in Palestine and Lebanon.  

To ensure adequate implementation support for the Regional KOICA ME Project 2025 annual workplan, UNFPA ASRO is looking for a consultant to provide grant management, act as ME component steering committee secretariat, and integrated reporting support as well as other duties as described below for the KOICA Regional ME project.

Reporting to the Resource Mobilization and Partnership Adviser (RMPA) at the Regional Office (RO), the consultant will take directions from RMPA and relevant staff to provide support in the areas of grant administration, management and reporting, ensuring compliance with donor requirements (including meeting organization/minutes taking, liaison with the KOICA local and regional offices, liaison with the UNFPA SRO, and the relevant COs (Lebanon and Palestine). Tasks related to events, communication and media may also be supported

UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.

Scope of work:

Under the supervision of the Arab States Regional Office and of the relevant staff at RO/CO level the consultant will:

●    Manage and track COs Grant implementation throughout its lifecycle, providing a monthly implementation and oversight update.

●    Track deadlines for all donor narrative and financial reporting and work with members of the team (at level of COs/RO) to ensure that ‘integrated’ reporting is submitted in a timely manner, including timely drafting/review of financial reports. Compilation of such reporting on a regular basis in coordination with Seoul Representation Office (SRO), and RM officer.

●    Develop and implement mechanisms for improved knowledge sharing, including organizing coordination meetings, documenting key decisions, and ensuring follow-up actions are tracked.
●    In coordination with communications colleagues, develop a framework to systematically collect, document, and disseminate impact stories, success cases, and lessons learned from project beneficiaries and stakeholders.
●    Work closely with field teams to identify compelling narratives that highlight the project's contribution to regional development goals.
●    Support and facilitate the monthly reporting meetings with KOICA, ensuring structured discussions on progress, challenges, and emerging opportunities, compiling and ensuring quality of inputs in terms of donor requirements.
●    Work to strengthen team capacity in developing and maintaining practices that align with donor and organizational policies and procedures; while ensuring UNFPA rules, policies and regulations are strictly adhered to; 
●    Support the management of COs stakeholder engagement, follow up on meetings schedules and minutes report, steering committees and national level engagement with KOICA offices and local/national authorities;  
●    Schedule and coordinate meetings when necessary, preparing agendas, information papers, briefing notes and/or minutes of meetings; by providing all necessary support pertaining to liaising with various stakeholders, providing written translations (if necessary whenever KOICA personnel is participating), drafting documents, and providing support to relevant administration and procurement/logistics;
●    Lead on and support the organization of all events related to the ME component of the KOICA project at RO and COs levels;
●    Perform other ad hoc duties as required;

Deliverables:
At the start of the consultancy, the consultant will be expected to develop a work plan with clear deliverables and timelines in collaboration with the team at regional and country offices. The work will be delivered in various media formats including electronic and hard copy as needed.

Expected travel:    Minimum travel is expected (30%).

Qualifications and Experience: 

Education:  

●    Bachelor’s Degree in development, social sciences, international relations, Business administration or a related fields.

Knowledge and Experience: 

●    Three years professional and substantive experience in grant making and management, project/programme management, resource mobilization and partnership, proposal and report writing or relevant areas required. 
●    At least one year of experience at the international level is required.
●    Knowledge of the UN System and in particular UNFPA mandate, policies and procedures is preferable.
●    Excellent writing skills in English is essential.
●    Experience in grant management and  donor reporting systems (i.e. KOICA) is a strong advantage.
●    Proven capacity to work with diverse partners including donors, strategic and private sector partners, governments, and civil society.
●    Excellent  interpersonal and diplomatic skills.
●    Proficiency in current office software applications and corporate IT systems.
●    Experience in preparing communication and advocacy related materials, administration/finance, logistical support, event coordination, research or related fields is required.  Have a demonstrated keen interest in the work of the United Nations and a personal commitment to the ideals of the Charter; and have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

Languages: 

●    Fluency in English and Korean is required, knowledge of a second UN language is an asset.
