Under the direct supervision of the Head, Human Resources Services, the incumbent is responsible for the management of functions related to payroll and entitlements administration, compensation and information management.
Administration of Payroll and Entitlements
• Administers appointments, promotions, extensions, transfers, assignments and separations and their related actions, salaries, entitlements and allowances.
• Analyse and determine eligibility for payment of salaries, benefits and entitlements of staff in both Professional and General Service category in accordance with the IMO Staff Regulations and Staff Rules (SRSR) and ensure its consistent application.
• Ensure the onboarding and off boarding of staff with respect to the allocation of relevant entitlements and benefits.
• Validate and approve entries of salaries, benefits and allowances, ensuring timely and accurate payment of salary for all categories of staff and temporary employees.
• Responsible for the administrative oversight of Health and Wellbeing Services, associated initiatives and coordination of sick leave status.
• Oversee liaison with the Foreign and Commonwealth Office on matters related to staff members’ residential and visa status and registration with the Foreign Office.
• Ensure accurate audit of entitlements and coordinate and prepare the responses and represent HRS with audit queries (internal and external) regarding entitlements and benefits.
• Facilitate travel at onboarding and offboarding, shipment of personal effects.
Salaries, Compensation and Classification
• Act as chairperson of the Local Salary Survey Committee and as survey coordinator for the Place-to-Place survey.
• Responsible for the review of GS salaries, rental averages.
• Ensure liaison with the UN common system and ICSC for up-to-date information on salaries, entitlements and benefits, ensure consistent implementation at IMO.
• Coordinate the process for the classification of posts, responsible for staff assignment in the Organizational structure
Information Management
• Responsible for information and data analytics and leading the responses to requests for information including surveys and statistical data for external/internal purposes including to Auditors.
• Provide detailed reporting and analytics underpinned with clear business commentary and into insights which can be used to inform decision making.
• Oversee data on HR Payroll system for accuracy and compliance with the SRSR.
• Assess suitability of features of the HR Payroll system, ensuring updates and new functionalities are duly tested and approved.
General
• Manage, guide and develop the team and be accountable for service delivery to the highest standards.
• Coordinate the work of EIM with other functional areas within Human Resources for seamless delivery of HR services.
• Serve as the Deputy Secretary on Staff Pension Committee and Advisory Board on Compensation Claims.
• Draft relevant documents from HRS including for Council, Assembly.
• Represent the service and/or Organization in relevant fora at the inter-agency level.
• Identify best practices, benchmarking, knowledge-sharing and learning opportunities, and propose and implement new developments at IMO.
• Provide advice and guidance to other UN and international organizations based in the UK on pertinent topics.
• Plan activities against budget and monitor effective utilization of the resources.
• Advise and update the Head, Human Resources Services on all relevant matters under their purview.
• Perform other duties and replace other staff as may be required.
