The UNDP Junior Professional Officer (JPO) Programme:

The UNDP (United Nations Development Programme) JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals’ excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system.

During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design, implementation and monitoring of UNDP’s programs within UNDP’s headquarters, regional or country offices. Additionally, the JPO will undergo a journey of exposure and growth which will build both personal and professional capacity for a career within the multilateral development sector.

As a JPO and young professional in UNDP you should be interested in pursuing a global career with aspiration to work for a field-based organization in support of the development agenda.

The JPO will work as part of a team and be supervised by an experienced multidisciplinary UNDP team, including:

Structured guidance and feedback, especially in the beginning of the assignment, with the purpose of gradually increasing of responsibilities.
Establishment of a work plan, professional goals, with clear key results and indicators.
Guidance and advice in relation to learning and training opportunities within the field of expertise.
Completion of the yearly UNDP Annual Performance Review (APR) including learning and development objectives.

As the lead United Nations agency on international development, the United Nations Development programme (UNDP) works in 170 countries and territories to eradicate poverty and reduce inequality. We help countries develop policies, leadership skills, partnerships and institutional capabilities to achieve the Sustainable Development Goals (SDGs). Our work is centred around six core development areas, known as our signature solutions: poverty and inequality, governance, resilience, environment, energy and gender equality.

Organisational context:

The Bureau of External Relations and Advocacy (BERA) is responsible for UNDP’s external relations and advocacy functions. The Bureau leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range and number of key constituencies and development partners especially those related to resource mobilization and donors relations, intergovernmental affairs with member states, programme countries, existing and prospective donor countries/emerging economies, multilateral institutions, such as the IFIs, the European Commission, civil society, the private sector, foundations, academia and think tanks, the wider UN system, various UN inter-governmental bodies. BERA also leads the Organization’s communication functions, establishing UNDP branding and interface with global, regional and national media. The Bureau coordinates and acts as a facilitator of information exchange, knowledge management, network building and dissemination of best practices throughout the UNDP in resource mobilization, intergovernmental and inter-agency affairs and communications.

The Public Partnerships Group (PPG) in BERA provides trusted engagement for public partnerships in line with UNDP Strategic Plan and business planning targets, coordinates multi-stakeholder partnerships including quality assurance, engages with key funding partners and political constituencies, and advise and develop strategies to cultivate mutually beneficial relationships with partners. PPG acts as a facilitator and catalyst of partnership strategies with UNDP’s donors and partners and actively supports new partnerships and resource mobilization to maximize UNDP’s development impact. 

Position Purpose:

The Partner Portfolio Management (PPM )Team works in collaboration, namely with UNDP’s Global Policy Network (GPN) and Regional Bureaux (RBx) and country offices, to strengthen institutional strategic engagement with OECD-DAC partners, support Country Offices in forging strategic partnerships with quality resources.

Under the supervision of the Deputy Director of the Public Partnerships Group, the Strategic Partnerships Development Analyst will be responsible for supporting a portfolio of Strategic Partners (which includes OECD-DAC countries), primarily, implementing an engagement strategy based on agreed targets and goals towards increasing the core and non-core resource base for the organization as well as providing strategic support on enhancing the visibility of the partnership between UNDP and the OECD-DAC partners.  The Analyst will support internal clients through analysis and provision of donor intelligence to inform resource mobilization actions. The Analyst will also work closely with the BERA Communications team to formulate strategic actions in raising the positioning of UNDP in key capitals across the OECD-DAC portfolio and strengthening the visibility of the partnership that UNDP enjoys with OECD-DAC partners through relevant channels.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration

Duties and Responsibilities:
 
1) Support partnership development and management and portfolio analysis;
  • Support the development of engagement strategy and action plans for key strategic OECD DAC partners focusing on core contributions 
  • Track and analyze performance of portfolio against key targets and KPIs, flagging opportunities and challenges for senior management attention 
  • Engage partners within portfolio on a regular and proactive basis, and provides advice to senior management and internal clients
  • Work closely with Communications group on outreach and marketing materials to advocate UNDP’s development mandate and deepen understanding of UNDP’s core mandate.

2)Contribute to the  coordination of non-core resource mobilization and partnership support for crisis;

  • Contribute to regular key partner engagement, including through the preparation of Strategic Dialogues and other means of High-level engagement.
  • Provide inputs to donor analysis and funding trends to maximize resource mobilization opportunities with a focus on crisis.
  • Support PPG’s response to resource mobilization needs in crisis countries in close collaboration with CRU and relevant bureaus – as needed. 
  • Contribute to the development of outreach materials for communication, with country/regional level partnership/resource mobilization officers, where appropriate.

3) Contribute to the strategic communication and knowledge sharing;

  • Support corporate donor visibility effort (#PartnersAtCore) using social media to garner public support and understanding of UNDP’s mandate and programmatic work across thematic/geographic areas.
  • Support the preparation of partnership and resource mobilization capacity building materials and training with respect to specific partners.
  • Contribute to UNDP’s partner knowledge repository such as the BERA Knowledge Bank including relevant database, resource mobilization toolkit, and other relevant tools for outreach for partner engagement.
  • Proactively share lessons learned from partner engagement across teams and units.

Required Skills and Experience

Education:
  • Advanced university degree (Master's's degree or equivalent)  in International Affairs, Economics, Business, Development Studies, or a related area is required. OR 
  • A first level university degree (bachelor’s degree) in the above-mentioned field of study in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
     
Experience, Knowledge, and Skills:
  • Minimum 2 (with master's degree) or 4 (with bachelor's degree) years of relevant experience in development, international relations, , economics, business, communications, partnerships development or related field is required. 
  • Experience in development and/or funding sectors is required. 
  • Knowledge of and/or professional experience in data analysis and funding projections is desirable
  • Experience in the usage of innovative approaches, social media and information technologies, including web-based management systems is desired. 
  • Experience in United Nations System and/or Multilateral Institutions is desirable
  • Proven experience and understanding of political, social and economic research tools and instruments is desired. 
  • Experience in the use of a business intelligence tool, developing presentation materials with visuals, and mastery of Excel are highly desirable. 
     

Language requirements (Required / Desired):

  • Proficiency in written and spoken of both languages English and Korean.
  • Working knowledge of at least one other UN language is desirable.

ANNEX 1 Conditions of Eligibility (Requirements by the Donor)

  1. General Requirements for candidates applying to the JPO Programme of the Republic of Korea: 

a) Korean citizenship 

b) Fluency in Korean and English 

c) Completion of university with a Bachelor’s degree 

d) Certificate of English proficiency test: Applicants should score a minimum of (i) TOEFL iBT 100 or (ii) TEPS 430 or (iii) IELTS 7 or (iv) TOEIC 900 

- TOEFL ‘Home Edition’ score is accepted while ‘MyBest Scores’ are not accepted 

- IELTS General Training and Academic test are both accepted 

- Test scores are valid for 2 years after the test date 

e) Not older than 32 years of age as of 31st December, 2025 (born after 1st January, 1993). The maximum age limit for those who served in the military will be extended accordingly: one year will be extended for those who served for less than one year; two years will be extended for those who served for more than one year and less than two years; three years will be extended for those who served for two years or more. 

f) Male applicants shall have completed the Korean military service or be exempted from it. Those who will be discharged from military service in the year of the application may also apply.

g) Applicants can apply for a maximum of two JPO positions sponsored by the Ministry of Foreign Affairs of the Republic of Korea during the year of application.
