The ASEAN+3 Macroeconomic Research Office (AMRO) is seeking qualified and motivated Economists to join its Fiscal Surveillance Group.

The Fiscal Surveillance Group plays a key role in AMRO’s surveillance framework by monitoring fiscal developments, assessing fiscal risks and debt sustainability, and providing policy analysis to ASEAN+3 members. A key output of the Group is the annual flagship ASEAN+3 Fiscal Policy Report, which provides a comprehensive assessment and analysis of fiscal developments, challenges and policy directions across ASEAN+3 economies.

The successful candidate will contribute to AMRO’s fiscal sector surveillance of ASEAN+3 member economies and the region by monitoring and analyzing fiscal developments, undertaking policy-oriented research, and supporting surveillance activities. The role requires strong expertise in fiscal policy, macroeconomic surveillance, and applied research, with the ability to translate analytical findings into clear, policy-relevant recommendations. Excellent communication, coordination, and stakeholder engagement skills are also essential.

Job Responsibilities:

The Economist will contribute actively to AMRO’s fiscal surveillance, policy analysis, and policy research work, as well as engagement with ASEAN+3 member economies. Key responsibilities include:

• Contribute to AMRO’s fiscal sector surveillance of ASEAN+3 member economies and the region by:

• Monitoring and analyzing fiscal developments, risks, debt sustainability, and other macro-fiscal issues;
• Assessing the implications of fiscal policies for macroeconomic and financial stability;
• Participate in Annual Consultations, interim visits, and other surveillance missions, with a focus on fiscal policy issues; and
• Providing timely assessments and updates on emerging fiscal developments and policy issues to the Group Head and Management.

• Contribute to the preparation of AMRO’s flagship publications, particularly the annual ASEAN+3 Fiscal Policy Report, as well as thematic reports, policy notes, and research publications.

• Undertake research on key fiscal and macroeconomic policy issues relevant to ASEAN+3 economies, with a view to strengthening AMRO’s surveillance framework and policy advice.

• Collect, maintain, and analyze fiscal, macroeconomic, and financial datasets  from the ASEAN+3 authorities, IFIs, private sector, and other data sources.

• Support the development and enhancement of analytical tools, methodologies, and databases for fiscal surveillance and policy analysis.

• Provide guidance and mentorship to junior Economists and Research Analysts.

• Maintain effective working relationships with member authorities and other stakeholders, and serve as a focal point for engagement on fiscal surveillance matters between AMRO and ASEAN+3 member economies.

• Perform other duties and responsibilities as assigned by the Group Head or Senior Management.

The candidate should possess:

• A PhD or Master’s degree in public finance, economics, international finance, or related fields from a reputable university.

• At least 5 years of relevant work experience and knowledge in public finance, fiscal policy and related fields.

• Extensive knowledge of fiscal policy issues in the ASEAN+3 economies and/or global advanced economies; Experience in fiscal policy research, policy advisory work, public investment management, and/or government treasury operations would be a significant advantage.

• Strong analytical skills and demonstrated ability to conduct rigorous policy-oriented research.

• Strong knowledge of econometrics, and high proficiency in econometric packages, such as EViews, MATLAB, Stata; Proficiency in programming languages such as Python and R would be an advantage; Proficiency in Microsoft Office applications is required, and familiarity with AI tools will be an added advantage.

• Familiarity with fiscal data and key third-party economics and finance databases, such as CEIC and Haver Analytics.

• Strong drafting skills, with the ability to produce clear, concise, and well-structured policy-oriented reports.

• Strong motivation and initiative, with a results-oriented mindset and a high degree of accountability for the accuracy and quality of data, analysis, and information.

• Strong teamwork, communication, and presentation skills to interact effectively with staff and officials of diverse cultural backgrounds at all levels.

• High proficiency in written and spoken English.
