Position Objective
Reporting to the Integrity Risk Management Lead, the Integrity Risk Specialist will be responsible for developing and implementing an integrity risk assessment methodology, including conducting proactive integrity reviews of GCF projects and programs. 

The Integrity Risk Specialist will also contribute to the development of IIU awareness and capacity-building programs to promote the development of strategies and methods to detect and mitigate integrity risks in GCF operations and funded activities.

The Integrity Risk Specialist will work closely with the investigations team of the IIU and the Department on Risk Management and Compliance in the Secretariat.

• Carry out Proactive Integrity Review (PIR) work in GCF Funded Activities and highlight any potential risks of fraud and corruption, assess their impact and devise appropriate mitigation measures in order to prevent reoccurrence;
• Advise on the prevention of fraud and corruption on GCF operations and GCF Funded Activities through PIR work and based on investigative findings by the IIU investigations team;
• Prepare recommendations for corrective action and improved controls, effectiveness or efficiency of GCF operations based on the PIR work, and other integrity risk assessments of GCF Funded Activities in coordination with the Department of Risk Management and Compliance of the Secretariat;
• Ensure that appropriate actions and initiatives are adopted to promote and enhance the integrity of GCF operations;
• Advise the Secretariat on due diligence and mitigation efforts to prevent other Prohibited Practices and SEAH;
• Assist in carrying out reviews of the implementation of relevant integrity policies;
• Contribute to the propagation by the IIU of GCF integrity standards across GCF Funded Activities through various means, including PIR reports and related recommendations that ensure integrity risks are appropriately managed and mitigated. The services provided to both internal and external stakeholders will include but are not limited to, advice on potential exposure to prohibited practices, and guidance on integrity related, procedures and processes
• Coordinate with accredited entities and other relevant stakeholders to obtain their support to facilitate PIR work on GCF Funded Activities;
• Support working and coordinating with the Secretariat risk assurance teams to collaboratively build recommendations, lessons learned, good practices and knowledge products arising from the PIR work and other integrity risk assessment activities;
• Mitigate against misconduct and potential integrity violations by collaboratively engaging with Secretariat colleagues on integrity compliance matters to enhance accountability and embed integrity values in GCF Funded Activities. 
• Support the development and implementation of IIU’s outreach and engagement strategies and the creation of integrity knowledge products and lessons learned from integrity risk assessments for dissemination to internal and external stakeholders and build networks with counterparties to raise awareness of the GCF integrity standards, and the provision of technical support as appropriate.
• Support the engagement with international stakeholders to stay at the forefront of relevant practices in the field of integrity risk management.
• Monitor and prepare reports on the implementation of recommendations derived from integrity risk assessments, including PIR, and catalyze the delivery of relevant services to support stakeholder engagement and active resolution to the proposed recommendations. 
• Optimize the monitoring frameworks to ensure compliance with the proposed recommendation.
• Develop and implement preventative, remedial and/or mitigating measures derived from PIR work and other integrity assessment results.

Requirements (Education, experience, technical competencies required of the job)

Education:

• Advanced university degree (master’s degree or equivalent) in law, risk management, criminology, social sciences, or other related fields; or a Bachelor's degree in relevant fields with an additional two years of relevant experience may be considered in lieu of the Master’s degree requirement.
• Formal qualifications or certifications in accounting and finance (CPA/CIF), internal audit (CIA), project management (MBA), anti-money-laundering (ACAMS), fraud detection (CFE), climate finance or related domains are an advantage.

Experience:

• Minimum of eight (8) years of relevant professional experience in (integrity) risk assessments, investigations, audit, compliance or legal advisory, with focus on the development and delivery of integrity risk assessments.
• Experience working in an international institution is highly desirable.

Skills:

• Excellent knowledge of fraud, corruption, financial crime and how they pose a risk for an organization.
• Strong analytical and legal skills with the ability to interpret complex legal and financial information.
• Able to identify and assess compliance/integrity risks in an objective manner and provide fair, well-reasoned, and supported guidance.
• Knowledge of Internal controls framework and standards such as the COSO framework.
• Strong interpersonal skills with the ability to quickly form working relationships and gain credibility across the GCF, Members of the Board, and external partners.
