Org. Setting and Reporting
This position is located in the Contribution Section, Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). Acting as Secretariat to the Committee on Contributions, the Contributions Section provides support to the Committee and the General Assembly in negotiating the scale of assessments and ensures the timely issuance of assessments and information on the status of assessed contributions. The Associate Finance & Budget Officer reports to Chief of Service.
Responsibilities
Responsibilities: Within delegated authority, the Associate Finance & Budget Officer will be responsible for the following duties: Programme plan: • Reviews, analyses and finalizes the preparation of the programme plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies. • Provides advice and support to relevant intergovernmental and expert bodies in their review of the programme plan and its revisions; assists in securing approval from the General Assembly. • Ensures legislative mandates are accurately translated into programme budgets. Budget preparation: • Reviews, analyses and assists in the finalization of cost estimates for cost recovery activities and budget proposals, in terms of staff and non-staff requirements from (a) Departments/offices at Headquarters. • Reviews and analyses programme budget/financial implications to the Security Council statements in light of additional mandates. • Assists managers in the elaboration of resource requirements for budget submissions. • Provides support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly. Budget administration: • Prepares cost plans and allocations/allotments for cost recovery activities, including redeployment of funds when necessary, ensuring appropriate expenditures. • Monitors budget implementation and recommends reallocation of funds as necessary. • Monitors expenditures to ensure that they remain within authorized levels. • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Assists in the preparation of budget performance submissions. • Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. • Assists in providing substantive support to intergovernmental and expert bodies. Finance: • Monitors and coordinates cost recovery related processes from end to end, including continuous improvement efforts. • Assists the Service Chief/Secretary of the Committee on Contributions in preparing reports for and servicing the Committee on Contributions and the Fifth Committee; and assisting in preparing Member States' assessments. • Monitors the level of income received from cost recovery and advises senior management on availability of funds and possible corrective measures. • Assist monitoring that proposed obligations or expenditure for cost recovery related services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments/appropriations. • Assist ensuring that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. • Prepares advice and guidance concerning the United Nations’ Financial Regulations and Rules and Accounting Instructions. • Prepares authoritative interpretation of requirements for handling transactions. • Monitors, analyses transactions recorded into the accounting system. • Defines requirements and works with systems units with respect to production of relevant financial reports. Coordinates the collections of statistical information from service providers, the analysis and summation of the statistics, and the billing of clients based on such statistics. • Assists in the development of accounting policies. • Prepares information needed to respond to audit findings. General: • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Keeps up-to-date on current financial regulations/professional publications and accepted principles; • Performs other related duties, as assigned.

Establishes and maintains productive partnerships with clients by gaining their trust and respect. Identifies clients’ needs and matches them to appropriate solutions. Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects. Meets timeline for delivery of products or services to client.
Education
An advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 2 years of progressively responsible experience in accounting, finance, administration, budget, business administration or related area is required. No experience is needed for candidates who have passed the United Nations Young Professionals Programme Examination (YPP) or the G to P Examination (G to P). Experience with revenue generating or income producing activities is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. The table below shows the minimum required level for each skill in these languages, according to the UN Language Framework (please consult https://languages.un.org for details).
