Summary of Duties:
The Senior Economic Officer, Energy and Natural Resources position is a senior working-level position within the Political/Economic section (FPDS) at the Embassy of Canada in Seoul, South Korea.The position reports to the Second Secretary (Political/Economic) in the FPDS section, under the direction of the Counsellor (Political/Economic/Public Affairs) at the Embassy of Canada in Seoul, and receives strategic direction from the Director/Deputy Director (Bilateral Affairs), Strategic Policy and Innovation Sector, at Natural Resources Canada (NRCan). The position has an additional dotted reporting line to the Minister-Counsellor (Commercial) and Head of the Trade section at the Embassy of Canada in Seoul, for matters related to Canada-Korea commercial interests.

The Senior Economic Officer will contribute to expanding natural resources ties between Canada and South Korea in trade, investment, and science, technology and innovation. 

Key responsibilities include: 
1) advising on Canada’s policy objectives and priorities in the natural resources sector of South Korea; 
2) contributing to the implementation of  NRCan’s Indo-Pacific Strategy initiative (expanding natural resources and energy ties with the Indo-Pacific – in this case Korea) and Canada-Korea MoU on Cooperation in Critical Mineral Supply Chains, the Clean Energy Transition and Energy Security as well as similar bilateral instruments that may replace or complement it; 
3) monitoring and analyzing trends, developments, and policies related to natural resources and energy in South Korea, writing analytical reports, and providing analysis, strategic advice and recommendations on the relevant legislation, policies and programs in the natural resources and energy sectors in South Korea; 
4) establishing and maintaining a network of contacts and deepening relationships with relevant South Korean government ministries and partner organizations and private sector stakeholders; 
5) acting as Natural Resources Canada’s representative in the South Korean market and contributing to shaping Natural Resources Canada sector priorities.

 

Job Requirements

ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.
Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.
*Language will be assessed further during the process. 
 
Education:
Candidates will be required to provide proof of the completion of their education.
•    Undergraduate degree from a recognized university in a discipline related to the job requirements OR an equivalent combination of education, training and/or experience.
 
Language:
•    Advanced proficiency in English and Korean (speaking, writing, comprehension and reading).
 
Experience:
•    Experience working in an international or multilateral organization, government, private sector, or academia/think tank.
•    Experience providing strategic advice, briefings, and written reports to management and/or clients related to natural resources, energy, commodities, and/or other relevant sectors related to economic and trade matters.
•    Experience in monitoring, researching and analysing policies, regulations, and issues, and writing analytical reports on issues and trends in the natural resources, energy, commodities, and/or other relevant sectors related to economic and trade matters.
•    Experience cultivating and leveraging a diverse network of influential contacts across multiple sectors, including government officials, industry stakeholders, or academia, to advance organizational goals.
•    Experience building strategic alliances and influencing stakeholders through advocacy campaigns or initiatives. 
*Experience = minimum 10 years of relevant work experience (experience for the criteria can be combined for a total of ten years).
 
RATED REQUIREMENTS
The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.
 
Knowledge:
•    Knowledge of natural resource and energy policies, regulations, and current issues in South Korea and familiarity with the North American or European context
•    Knowledge of emerging technologies and innovations relevant to natural resources and energy (e.g. renewable energy, energy storage, and carbon capture & storage/utilization technologies)
•    Familiarity with Government of Canada policies and priorities related to decarbonization, climate change, energy, and natural resources.
•    Knowledge of bilateral economic and trade issues between South Korea and key trading partners
•    Knowledge of Microsoft Office 365 Suite, Microsoft Teams, Microsoft SharePoint, Web-based search engines, computer equipment

•    Effective interactive communication skills both oral and written;
•    Strong analytical thinking skills to interpret data, identify trends, and derive insightful recommendations;
•    Advocacy skills to effectively communicate ideas, influence stakeholders, and shape thinking;
•    Effective interpersonal skills and cross-cultural awareness;
•    Excellent planning and organizational skills;
•    Sound judgement; and
•    Initiative.
 
Abilities: 
•    Ability to manage time, prioritize and meet deadlines with minimal supervision;
•    Ability to analyze information and make sound recommendations; and
•    Ability to work as part of a team, and follow direction and guidance.
 
Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
•    Masters’ degree from a recognized university in a discipline related to the job requirements
•    Knowledge of Natural Resources Canada's key policy priorities, programs, and strategic objectives.
•    Knowledge of Canada-Korea bilateral relations, including in the areas of economy and trade.
•    Experience working in, or extensively engaging with, a diplomatic mission or an international organization.
•    Proficiency in French – both oral and written;
•    Graduate degree (Masters or PhD)  in economics, business administration, public policy, international relations, or related field with preferred specialization in energy, natural resources, sustainability, or a relevant domain;
•    Experience organizing high-level events such as conferences, roundtables, or networking events.
 
Operational Requirements:
•    Working hours are Monday to Friday, 08:30-17:00
•    Must be available for occasional duties outside normal working hours (i.e., evenings and weekends) and potentially on short notice; and
•    Willingness and ability to travel domestically, particularly in and around the Seoul Metropolitan Area and surrounding provinces, and on occasion internationally as required.

Conditions of Employment:
