Main purpose of job:

British Embassy Seoul is looking to recruit an enthusiastic and committed Protocol & Political Officer (AO) in the Political Section. The job will offer an excellent opportunity for someone with a keen interest in politics, UK-Korea relations and North Korea policy/human rights issues. The postholder will directly report to the Counsellor for Foreign & Security Affairs as well as to the Chief International Relations Advisor on policy priorities and embassy projects, while supporting His Majesty’s Ambassador (HMA) and Deputy Head of Mission (DHM) on protocol matters and various diplomatic events.  

The successful candidate will have strong inter-personal and communication skills, including the ability to write clearly. He or she should be a considerate team player, willing to support the rest of the section and cooperate with wider Embassy staff to ensure smooth and effective execution of diverse responsibilities. The successful candidate will have good research skills, with an understanding of international relations and the Korean political context. As duties may vary from day to day, organisation and prioritisation skills are essential for the prospective applicant.   

Roles and responsibilities / what will the jobholder be expected to achieve?

Protocol (30%)

  • Support the Executive Assistant to HMA on diary and logistical assistance on events and visits.  
  • Function as a point of contact for the Korean Government as well as diplomatic missions in Korea.  
  • Accompany HMA or visiting UK officials in meetings with the Korean Government and external Embassy contacts, coordinating protocol beforehand and drafting meeting records afterwards.  
  • Provide administrative support including handling post, drafting correspondence, and sifting event invitations for HMA.
  • Draft and deliver official diplomatic communication to the Korean Government.  
  • Organise or provide logistical support on visit programmes for UK officials.     

Policy Analysis (50%) 
The postholder will primarily cover topics regarding North Korean human rights and humanitarian support. He/she will be required to:  

  • Research and report on issues related to North Korean human rights for the embassy as well as for policy teams in London.
  • Prepare and draft responses to flash inquiries from London on human rights and related topics.  
  • Attend conferences/seminars and report back on key findings.    
  • Develop relationships with key stakeholders and experts including but not limited to the Korean Government contacts in the Ministry of Foreign Affairs and the Ministry of Unification, local and international NGOs, UN Agencies (UNHCR, WFP, UNICEF, etc.), researchers and the diplomatic community.    
  • Occasionally host or assist in organising events in partnership with NGOs or other diplomatic missions.
  • If necessary, the postholder may be asked to contribute to reporting on regional security or political issues to support the Counsellor and the Chief IR Advisor.    
     

Programme Management (20%)

  • Manage the Embassy’s English For the Future (EFF) programme for North Korean refugees in partnership with the British Council.  
  • Oversee the design and structure of the EFF programme to increase enrolment, attendance, and programme impact.
  • Keep administrative and financial records of the EFF programme for audit purposes.  
  • Manage good relations with EFF donors and cultivate new supporters by promoting the programme.
  • Understand the Embassy’s programme management tools and regulations as well as maintain awareness of other funding and programme opportunities within the Embassy.  

Resources managed (staff and expenditure):

  • At times, the postholder will be responsible for managing limited section budgets in support of team projects. 

Language requirements: 

  • Language: English 
  • Level of language required: Full working proficiency (both written and spoken)

This role is for 12 months with possibility of renewal.

  • Excellent social skills to cultivate and maintain productive relationships at a wide range of levels.    
  • Interest in international politics and/or North Korea-related issues.
  • Organisational skills and the ability to multi-task.
  • Fluency in Korean would be an added advantage.
  • Logistics or project management experience from planning to detailed delivery.  
  • Understanding of the Korean political system and experience of working with the Korean government and non-governmental organisations.  
  •  Previous working experience in an international office environment (such as an embassy or international organisation).

  • Successful candidate will be expected to complete mandatory online learning courses and encouraged to pursue other relevant training opportunities.
  • Formal learning to be agreed between successful applicant and Line Manager.

Normal working hours are Monday to Friday, 09:00 – 17:15 (17:00 on Fridays). However, occasional evening and weekend working may be required, for which time off in lieu is given. The British Embassy Seoul encourages flexible working and various flexible working arrangements are possible with line manager agreement, including working from home.
