Background on Division

UNICEF’s Public Partnerships Division (PPD) is responsible for managing the organization’s relations with public sector partners.  The UNICEF Seoul Liaison Office, which reports into PPD, is responsible for maintaining and strengthening the partnership between UNICEF and the Government of the Republic of Korea.

Purpose of the consultancy

The UNICEF Seoul Liaison Office requires a Partnership Consultant to support the deepening of UNICEF’s collaboration with the Government of the Republic of Korea.  The consultancy will focus on deepening this collaboration in Africa and Asia, including through strengthened partnerships with UNICEF regional offices.  There will be a focus on several priority themes, including in the Climate, Digital, Education and Health sectors.  There will also be an opportunity to establish a robust public-private partnership portfolio.

Description of Assignment (Deliverables)

Deliverable 1: Strategic engagement with Korean Committee for UNICEF (KCU)

The Korean Committee for UNICEF is responsible for raising private sector funds in Korea and for advocating for children’s rights in Korea.  There are important opportunities for collaboration between the UNICEF Seoul Liaison Office and KCU around partnership, advocacy, and communication issues.  The Partnership Consultant will be responsible for supporting the Head of the UNICEF Seoul Liaison Office with the following tasks:

  • Help define strategic engagement opportunities between the UNICEF Seoul Liaison Office and the Korean Committee for UNICEF
  • Establish strong working relationships with KCU directors and staff through regular meetings
  • Facilitate relationship between Head of Office and the Executive Director of the Korean Committee for UNICEF
  • Establish strong working relationships with National Committee focal points within UNICEF’s Private Fundraising and Partnerships Division
  • Review previous Joint Engagement Plans between the UNICEF Seoul Liaison Office and the Korean Committee for UNICEF and propose ideas for a 2024 Joint Engagement Plan (JEP)
  • Facilitate organization of a collaboration workshop between KCU and the UNICEF Seoul Liaison Office, which will lead to agreement on a 2024 Joint Engagement Plan
  • Coordinate engagement between KCU and the UNICEF Seoul Liaison Office during visits by high-level UNICEF staff to Seoul
  • Identify partnership opportunities between KCU and the UNICEF Seoul Liaison Office, and follow up with Head of Office and Partnership and Communication leads in the UNICEF Seoul Liaison Office

Deliverables:

  • Monthly reports on engagement with Korean Committee for UNICEF and identification of collaboration opportunities
  • Monthly report on engagement with Private Fundraising and Partnerships Division (PFP) and identification and implementation of collaboration opportunities
  • Draft outline of proposed 2024 Joint Engagement Plan based on engagement with KCU and PFP
  • Plan and deliver collaboration workshop between KCU and UNICEF Seoul Liaison Office
  • Finalize Joint Engagement Plan
  • Conduct annual review of KCU collaboration and draft report and recommendations for future engagement.

Timeline: 45 days to be completed by 31 Dec. 2024

Deliverable 2: Public-Private Partnerships

One of the priorities for the UNICEF Seoul Liaison Office is to establish public-private partnership opportunities between the Government of the Republic of Korea and Korean private sector entities.  The Partnership Consultant will assist the Head of the UNICEF Seoul Liaison Office with the following tasks:

  • Help develop a Public-Private Partnerships (PPP) strategy for the UNICEF Seoul Liaison Office
  • Engage with corporate fundraisers and philanthropy specialists within the Private Fundraising and Partnerships Division to obtain best practices on PPPs and obtain support in establishing Seoul-based PPPs
  • Engage with the PPP team within the Public Partnerships Division on best practices
  • Engage with the Korean Committee for UNICEF on potential PPP opportunities
  • Engage with the Korea International Cooperation Agency (KOICA) on potential PPP opportunities
  • Support the Head of Office in identifying and negotiating PPP opportunities
  • Engage with UNICEF country offices around potential PPP opportunities, focusing on pilot partnerships in East Asia and Pacific and Eastern and Southern Africa regions.

Deliverables:

  • Draft structured monthly minutes of key discussions with UNICEF colleagues around PPP opportunities
  • Draft structured monthly minutes of key discussions with KOICA colleagues around PPP opportunities
  • Draft structured monthly minutes of key discussions with KCU colleagues around PPP opportunities
  • Support development of Guidelines for Establishment of Public-Private Partnerships with Korean Partners
  • Compile analysis of successful UNICEF PPPs by thematic areas, including Education, Climate, Nutrition, among others
  • Help identify and negotiate at least three successful PPPs during the consultancy

Deliverable 3: Strategic engagement with UNICEF regional offices

As UNICEF continues to strengthen its partnership with the Government of the Republic of Korea, the role of UNICEF regional offices will be increasingly important.  The consultant will work with the Head of office and Partnerships Manager to engage with regional offices more strategically, prioritizing East Asia and the Pacific and Eastern and Southern Africa:

  • Engage with the Partnership teams in the East Asia and Pacific Regional Office (EAPRO) and the Eastern and Southern Africa Regional Office (ESARO) on collaboration opportunities
  • Develop strategic engagement framework for priority areas of collaboration, working closely with the Head of Office and the Partnerships Manager
  • In ESARO, identify opportunities to prioritize Africa-focused initiatives with the Korean Government, including but not limited to Climate, Education, Digitization, and Health
  • In EAPRO, identify opportunities to replicate the successful UNICEF/KOICA Climate partnership in other sectors

Deliverables:

  • Draft structured monthly minutes of key interactions and initiatives between UNICEF Seoul Liaison Office and EAPRO
  • Draft structured monthly minutes of key interactions and initiatives between UNICEF Seoul Liaison Office and ESARO
  • Support development of an Africa partnership strategy, with key monthly milestones identified and acted upon
  • Support identification and implementation of partnership opportunities in EAPRO, including public-private partnerships
  • Support the Head of Office and the Partnership Manager in rolling out KOICA engagement strategy to regional offices

Timeline: 40 days to be completed by 31 Dec. 2024

Deliverable 4: Korean academia

As UNICEF continues to strengthen its partnership with the Government of the Republic of Korea, the role and influence of Korean academia will be increasingly important.  The consultant will assist the Head of the UNICEF Seoul Liaison Office and the Partnership Manager with the following tasks:

  • Identify potential Korean academic partners (individuals and institutions) that can be advocates of UNICEF’s work within the Korean Government
  • Develop talking points and presentations to facilitate the Head of Office’s engagement with senior-level academics
  • Identify speaking opportunities for the Head of Office at top-class universities to advocate priority child rights issues
  • Work with Partnership Manager and Communication Specialist to integrate academic inputs into the office’s partnership and advocacy/communication strategies and initiatives

Deliverables:

  • Map out key academic institutions and influential academics with whom the Head of Office should engage
  • Develop engagement plan for working with Korean academia
  • Draft structured monthly minutes of key interactions and initiatives between UNICEF Seoul Liaison Office and Korean academic circles, individuals, and institutions
  • Prepare talking points and presentations for Head of Office engagement opportunities

Timeline: 40 days to be completed by 31 Dec. 2024

Deliverable 5: Senior leadership engagement

Visits by UNICEF leadership to Korea are critical to strengthening the organization’s strategic relationship with the Government of the Republic of Korea.  The consultant will work with the Head of Office to ensure that all senior-level engagement and visits are well supported.

  • Serve as immediate support function to the Head of Office in liaising with the offices of senior leadership, including visitors to Seoul
  • Facilitate preparation of briefing notes and logistical arrangements for visits
  • Collaborate with other members of the UNICEF Seoul Liaison Office to ensure that visits are well coordinated
  • Engage with the Korean Committee for UNICEF around their participation in relevant meetings with visiting UNICEF leadership

Deliverables:

  • Support development of structured quarterly plans for visits by senior UNICEF leaders to Seoul
  • Prepare briefing notes, talking points and/or presentations to support Head of Office engagement with UNICEF visitors
  • Support engagement with senior leadership, including organization of visits to Seoul

Timeline: 20 days to be completed by 31 Dec. 2024

Education:

  • Bachelor’s degree in any of the following: Marketing, Communications, Business Administration, Economics, Social Sciences, Public Administration, International Relations, or equivalent

Work experience:

  • Minimum of five years of relevant professional experience, including communication project management in the private or non-profit sectors

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
