Org. Setting and Reporting

This position is located in the Engineering Support Section (ESS), Logistics Division (LD) within the Office of Supply Chain Management (OSCM), Department of Operational Support (DOS).

The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

The Elsie Initiative for Field Missions is a project implemented by the Engineering Support Section. The project was initiated in support of the Elsie Initiative, a Canadian Government effort, aimed at developing innovative methods to increase women’s participation, retention, and overall security in peace operations. In addition, the project aims to improve camp layouts, accommodations, ablutions, recreational facilities, etc., to enhance female participation and retention in field missions, to improve overall safety and security of staff, and to support the systematic implementation of such improvements in the field.

The Engineer in the Elsie Initiative will be responsible for applying standard architectural and engineering practices and precedents in the design, construction, maintenance, repair and liquidation of structures, facilities and systems required for peace-keeping and other United Nations field missions. Engineers at this level normally carry out portions of more complex projects assigned to a senior engineer. This position is responsible for identifying issues associated with the design and quality of the facilities provided for women, with the goal of enhancing their recruitment and retention in field missions.

The incumbent will report to the Chief or designated official.

Responsibilities

Within limits of delegated authority, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties:

• Applies commonly used architectural and engineering calculations, practices and precedents in completing portions of larger projects related to the space planning, camp layouts, design, construction, or repair of camps, buildings, and other related structures and activities in the field in the specific area of enhancing women’s facilities issues.
• Plans and designs specifications for projects, including preparing scope of requirements, technical specifications, bills of quantities and coordinating the preparation of tender documents for various engineering projects. Produces cost data and estimates on engineering-related requirements of current and planned projects.
• Works with each field mission to determine requirements to meet gender parity strategy objectives. Conducts preliminary site investigations and surveys field missions on status of facilities relative to requirements.
• Reviews, amends, and prepares design layouts for smaller or less complex portions of buildings and facilities focused on gender related issues.
• Supports and monitors implementation of gender related design recommendations in field missions.
• Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications.
• Estimates costs of renovation of buildings, facilities, and systems to determine feasibility.
• Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data.
• Conducts investigations to develop improved designs and construction techniques related to women’s facility issues.
• Produces cost data and estimates on engineering-related requirements of current and planned field missions.
• Analyzes project proposals to ensure technical feasibility and that project objectives are attainable within prescribed resources.
• Drafts requirements to amend or adjust existing systems contracts to provide engineering solutions for the field. Assesses and drafts requisitions for new systems contracts where required. Conducts research on development of new technical systems and follows development to identify improved methods and equipment.
• Performs other related duties.

Competencies

Ability to demonstrate an understanding of design specific for the requirements of women in field camps and apply to existing facilities and design activity. Ability to identify and analyze engineering data of significant depth and complexity. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

• Client Orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

• Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent degree) in engineering, architecture or other related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Certification in Project/Programme Management methodology by an accredited body (e.g., PMP, PGMP, PRINCE 2 (Foundation Project Management certification or practitioner level) or equivalent is desirable.

Work Experience

• A minimum of five years of progressively responsible experience in designing architectural and/or engineering projects in support of field operations, or other similar international organization is required.

• Experience in drafting for architectural and engineering project documents is required.

• Experience using Microsoft Project is desirable.

• Experience using AutoCAD/Revit or equivalent is desirable.

• Experience in engineering with a focus on designing facilities and infrastructure specifically for women is desirable.

• Experience in developing technical specifications for construction, goods, and services in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies funds and programmes), or other similar international organization is desirable.

• Experience working with business intelligence systems and data analysis tools is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
