Org. Setting and Reporting

These positions are located in the Financial Resource Management Service (FRMS) at United Nations Office at Geneva. The Associate Programme Officers will report to the head of a finance/budget section. The focus of this job is to contribute to the operations and activities of FRMS.

Responsibilities

Within delegated authority, the Associate Programme Officers will be responsible for the following duties:

- Works with key clients to facilitate the development, implementation and evaluation of innovative and streamlined finance processes to provide added value services to the client; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Carries out basic research on selected financial processes and FRMS projects (including UMOJA upgrade). It includes collecting, analyzing and presenting statistical data and other information gathered mainly from SAP/Umoja.
- Designs and develops reports in the area of budget and financial management.
- Assists unit and section chiefs with local and global initiatives in the area of general and financial management.
- Provides substantive support for evaluation functions, including the review and analysis of emerging issues and trends, and participation in evaluations or research activities and studies.
- Assists in performing consulting assignments, to identify improvements in service delivered, in collaboration with the client, by reviewing existing processes and planning facilitating workshops, through other interactive sessions and assisting in supporting the client's needs in the area of training on financial processes or other related areas.
- Participates in survey initiatives; assists with the design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
- Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
- Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.) and processes financial transactions in the area of budget and/or accounting (payments, travel, etc.) as needed.
- Performs other duties as required.

Education

An advanced university degree (Master's degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level degree (Bachelor's degree or equivalent degree) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

 

Work Experience

A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required.

A minimum of six months of experience in the UN or in a similar organization is desirable.

Experience as a trainer (user support) in the area of finance/IT is desirable.

Experience in the area of BI/PowerBI and/or data analytics is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in either English or French is required; knowledge of the other language is desirable. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Appointment or assignment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
