The position is assigned in the Office of the Director General and Chief, in the Sectors Group (SG). The SG is a single operational group comprising seven sector offices that aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG delivers or supports the delivery of sovereign, nonsovereign, and advisory operations, and knowledge services, supports regional departments (RD) and resident missions in engaging with Developing Member Countries (DMCs), and ensures ADB’s technical leadership externally and internally.

 

Job Purpose

 

The Operations Coordination Specialist will manage overall intersectoral coordination to operationalize in the SG the four shifts envisioned under the new operating model (NOM): (i) climate change; (ii) private sector development; (iii) solutions; (iv) new ways of working. The incumbent will help establish coordination mechanisms, provide quality assurance support, and monitor achievements related to the delivery of lending, non-lending, and knowledge products and services. The position will also support overall management and monitoring of sector-focused trust funds and engagement with existing and potential financing and knowledge partners.


The incumbent will report to the Head, Sector Operations Coordination, SG (the Head) and will supervise, national, and administrative staff.

 

Responsibilities

 

• Provides support to the SG management team in setting standard operating procedures for SG’s effective functioning.
• Supports the overall delivery and monitoring of key performance indicators (KPIs) by the SG, including: (a) high quality sector assessments as inputs to all country partnership strategies (CPS); and indicative country program monitoring (ICPM) plans; (b) all lending and non-lending commitments determined by the RDs; (c) Bank-wide targets on contract awards, disbursements, and project quality; (d) program/project and TA completion reports; (e) delivery of all sector-related aspects of RDs’ strategic vision and goals; and (f) sector offices’ bank-wide knowledge work plans.
• Supports the Head in establishing protocols with RDs to access pipeline and reverse-clock data.
• Supports the Head in any high-level quality assurance functions relating to lending and technical assistance operations.
• Supports the Head in all aspects of coordination with all the RDs, in particular ensuring that the RDs’ allocations of lending, grant and TA resources are in line with the Work Program and Budget Framework (WPBF) and ICPM submissions.
• Supports the Head in all aspects of coordination with all departments in the Solutions Groups, and all operations support departments.
• Supports the Head and the entire SG Management Team in ensuring that all project processing teams are adequately resourced and staffed, with staff representing all critical functions needed for the satisfactory design and implementation of projects and TA. Works with the Institutional Coordination Specialist in the provision of appropriate human resources from all relevant departments such as Climate Change and Sustainable Development Department (CCSD), Procurement, Portfolio and Financial Management Department (PPFD), the Office of Safeguards , the Office of the General Counsel (OGC) and all other relevant operations support departments.
• Contributes to the development of cross-sector-thematic innovative initiatives in close collaboration with CCSD and RDs.
• Supports the Head in coordinating across sector offices to ensure that RD, RM, and country client needs for cross-cutting solutions are adequately addressed.
• Supports the Head in coordinating the preparation and consolidation of SG inputs for the work program and budget framework, budget documents, and the Board of Directors' Budget Review Committee meetings, ensuring alignment of sector resources with RDs’ regional work programs. Works closely with Institutional Coordination Specialists on staff and budget resources, including providing inputs to workforce planning and budget preparation. Assists in reviewing SG’s staffing plans and budget requirements to deliver on all the KPIs.
• Coordinates SG’s review and provision of inputs to corporate, operational, and administrative documents and activities, ensuring timely provision of high-quality inputs, including for ADB Annual Reports and ADB Annual Meetings.
• Helps develop and maintains systems and platforms to enhance knowledge sharing of the SG’s key initiatives and results.
• Facilitates and participates in engagement with existing and potential financing and knowledge partners to promote knowledge sharing and mobilize additional resources to support the delivery of KPIs.
• Provides support in managing SG day-to-day operations and other departmental functions such as coordinating set up of IT systems, and internal communication.

 

Qualifications

Relevant Experience & Requirements

 

• Master's or equivalent degree, in engineering, finance, economics, business administration or related fields. University degree in engineering, finance, economics, business administration and related fields with at least 5 years specialized experience relevant to the position can be considered.
• At least 8 years relevant professional experience in managing projects, portfolios, and pipelines for development institutions.
• International experience working in development in several countries.
• Excellent written and verbal communication skills in English

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
