The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the OECD. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy (countries beyond IEA). The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.

Since 2017, the IEA Clean Energy Transitions Programme (CETP) has grown to be the IEA’s largest (at EUR 20 million a year) and, arguably, most important programme providing cutting-edge technical and policy support to emerging and developing economy governments whose energy policies will significantly impact the speed of, and prospects for, a global transition towards a more sustainable and inclusive energy system.

The IEA provides a breadth of analysis and policy advice to its member and Association countries across multilateral fora, notably the G7 and G20 with a range of presentations, reports and outcome documents for Ministerial and Leader-level meetings. The IEA’s role is increasingly called upon to achieve progress on global issues like energy security, clean energy transition, energy finance/investment and climate change. Effective IEA planning and coordination with the Presidency and across the IEA teams to support these multilateral fora is increasingly important for the Secretariat.  

The IEA seeks to recruit several skilled and motivated CETP Officers to constitute a pool of candidates for current and upcoming needs. In the immediate, three positions have been identified for two key divisions in the Agency, which are detailed further in this job description. 

The first two positions:

·       a “CETP Officer – Communication and Reporting”  (to support the delivery and overall programme management of the CETP) and 

·       a “CETP Officer – Multilateral Coordination” (to support the IEA’s enagement with multilateral fora including the G7 and G20 among others among others) are in the Strategic Initiatives Office (SIO), which reports directly to the Executive Office to provide strategic leadership for the IEA and leads on a number of cross-cutting areas for the Agency (including the CETP and engagement with multilateral fora). 

A third position “CETP Officer – Caspian and Black Sea” will be in the Office of Global Energy Relations (GER). Ger leads, strengthens and enhances IEA engagement with key Accession, Association and partner country governments, stakeholders and international organisations as well as to ensure internal co-ordination of these activities. This role will support the IEA’s work with Ukraine, East and Southeast Europe, as well as the Caucasus and Central Asia. 

Below is listed the overarching responsibilities for what is required for a CETP Officer, and where appropriate, we have specified specific skills and linkage to the relevant of the three positions that we are recruiting for in the immediate term. We do not expect candidates to meet all the criteria, and applicants are encouraged to apply that meet the majority of criteria.

Overall responsibilities and requirements of the CETP Officer

Programme Management and Analysis 

·       Organization of activities under CETP, i.e. setting up clear programme plans to ensure successful delivery of outputs, physical events in the respective region.

·       Analytical work as well as production of deliverables such as reports and commentary pieces.

·       Support tracking and reporting of deliverables in a timely fashion both internally and to external funders. 

Communications

·       Pursuit of opportunities for communicating bilateral and regional successes of the CETP, production of content for IEA website, regional media outlets and social media.

·       Continuous monitoring of political and macroeconomic developments with impact on the energy sector in the region, contributing briefings for relevant groups (depending on the role), for example the CETP core group, IEA management and IEA member countries, in particular CETP donors.

·       Liaison and coordination with existing donors for CETP-related projects, fundraising for future projects.

Liaison and Outreach

For the CETP Officer – Communication and Reporting role:

·       Liaison with relevant country governments who are providing funding to the CETP.

·       Working with workstream leads of the Clean Energy Transitions Programme (CETP), to implement and further develop cooperation in coordination with IEA Divisions.

For the CETP Officer – Multilateral Coordination role:

·       Working with the G20 and G7 host Presidencies in any given year, including supporting the development of relevant work programmes and overseeing its timely delivery with teams across the Agency.

·       Contributing to the activities and outputs of the IEA for the Presidency and the strategic approach to coordinate IEA activity across the annual multilateral schedules, as well as to a multi-year strategic approach to each of these fora.

·       Liaison with relevant country governments who are providing funding to the CETP for activities with multilateral fora.

For the CETP Officer – Caspian and Black Sea role:

·       Liaison with counterparts in partner countries and key International Organizations (EBRD, the European Commission, World Bank, Energy Community, UN ECE) and

·       Liaison with relevant country governments who are providing funding to the CETP for activities in the Caspian and Black Sea.

Ideal Candidate Profile of the CETP Officer

Below is listed the ideal candidate profile for what is required for a CETP Officer, and where appropriate, we have specified specific experience to the relevant of the three positions that we are recruiting for in the immedicate term.

Academic Background

·       An advanced university degree in physical sciences, engineering, economics, energy policy, political science or other relevant disciplines. 

Professional Background

·       Three to five years’ experience in energy-related project management and liaison activities in a public or private organisation, a research centre and/or an international organization.

·       Proven organisational skills, including ability to work autonomously and ensure delivery of work to strict deadlines. 

·       Experience with planning and organising meetings, workshops and consultation processes.

·       For the CETP Officer – Multilateral Coordination role: Work experience in supporting, engaging or representing in multilateral fora.

·       For the CETP Officer – Caspian and Black Sea: Experience working with/in the Eastern European region.

Communication and languages

·       Excellent written and verbal communication skills, including experience developing and delivering presentations as well as development of reports to donors and other stakeholders.

·       Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other. Knowledge of other languages would be an asset.  

·       For the CETP Officer - Caspian and Black Sea: Excellent knowledge of written and spoken English; working knowledge of other languages such as Russian or Ukrainian would be an advantage

Core Competencies 

·       The position requires level 3 as defined in the framework of OECD Core Competencies.

·       For this role, the following competencies would be particularly important: Drafting skills, Flexible thinking, Managing resources, Teamwork and Team leadership, Diplomatic sensitivity, Negotiating, Organisational knowledge, Strategic networking. 

Contract Duration

·       A two-year fixed term appointment, with the possibility of renewal.

Selection process

·       Long-listed candidates may be invited to an online self-recorded video interview at the end of July and to panel interviews planned for early August.

·       Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
