IMPORTANT INFORMATION:
This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
Overview

The position is assigned in the Workplace Management Unit (CSWH-WM) within the Workplace Management and Hospitality Division (CSWH). This position specifically manages and implements projects under CSWH’s Capital Expenditure portfolio. CSWH is under the Corporate Services Department (CSD).
CSD manages the building, office facilities, and delivers over 70 diverse corporate services essential for ADB's operation and supporting its Management, and staff and delivers quality products and services at an affordable cost. The office is headed by the Director General and supported by Division Directors who manage the respective business units.
CSWH manages the ADB Headquarters building and grounds operations and maintenance; space standards and design, setup, and alterations; workplace environmental and sustainability standards; building and space renovation and construction projects; and workplace hospitality services (events services, food and beverage services, and other staff amenity and personal commercial services). These services are provided under the following CSWH key functions: Workplace Space, Workplace Hospitality, Workplace Operations, Workplace Projects, and Governance.
The Workplace Space function includes master-space planning and inventory management, scenario-modelling, blocking & stacking, specifications & documentation (functional, ergonomics and technical), standards, assignment, and utilization. While the Workplace Projects function is responsible for designing and building new spaces, upgrades, and renovations to meet ADB’s institutional needs. This includes (i) planning and coordinating feasibility studies of capital projects, appraising such projects, and making recommendations on their economic, technical, and financial viability; (ii) preparing proposals for their capital expenditure outlays; and (iii) administering and monitoring their budget disbursements.
Job Purpose
The Workplace Management Specialist will, in compliance with internal and industry controls, guidelines and codes, manage the development, implementation, and operation of space and workplace programs for ADB space portfolio and workplace at Headquarters. The incumbent will lead Capital Expenditure (CAPEX) space management programs and projects related to the implementation of the HQ Renovation Program. In particular, the incumbent will lead the multiyear implementation of New Workspaces Project.
The incumbent will oversee all associated quality assurance, controls, and capital expenditure costs in carrying out their assigned programs. The incumbent will lead engagements with stakeholders and work in close liaison with CSWH’s capital projects, operations, compliance, and hospitality teams, as well as leading partnerships with related 3rd party professional firms. The incumbent will report to Director, CSWH and will supervise National and Administrative Staff.
Responsibilities
• Provides related industry best-practice functional, technical and program management.
• Develops optimal, flexible, innovative, and sustainable solutions and documented standards for the assigned space and workplace capital expenditure programs.
• Assures technical suitability and operability of intended capital expenditure program/project solutions.
• Leads engagement with internal stakeholders and related 3rd party specialist firms.
• Carries out space programming, reviews and scenario modelling for functional requirements, solution development, implementation plans for the various capital expenditure projects.
• Provides functional and technical input and validation (feasibility & compliance), and oversees the detailed design, specification & bid documentation, and related procurement processes for various capital expenditure programs/projects, in line with ADB-approved standards and guidelines as well as industry best practices and codes (international and local).
• Administers and monitors the development and implementation of technical specifications, quality controls, contracts, budgets, and monitors progress of capital expenditure program implementations.
• Leads the establishment and maintenance of an updated register of documents and information management related to space and workplace standards and capital expenditure programs.
• Develops and executes training and knowledge sharing for the assigned capital expenditure programs, across the division and other stakeholders as applicable.
• Supports ADB functional and project managers in engaging and influencing internal stakeholders and managing the change process for the adoption of established and newly developed standards and guidelines.
• Delivers all capital expenditure programs and projects per agreed scope, schedule, budgets, and stakeholder experience.
• Manages, controls, and monitors allocated budgets for the assigned capital expenditure programs and projects.
• Performs other duties as may be assigned and reflected in the incumbent’s workplan.
Relevant Experience & Requirements
• University degree in Architecture, preferably at post-graduate level or its equivalent. Registered Professional accreditation holders advantageous.
• International experience working in several countries essential, preferably in Asia and across regions.
• At least 6 years of architectural experience as an international consultant or in a contracting firm; a client-representative and/or as functional manager with responsibilities for leading space planning, architectural interior design, space and workplace programs, operations, and projects.
• Proven expertise and skills in program and project management, especially in space and workplace management.
• Strong analytical, negotiation, influencing, interpersonal, and stakeholder management skills developed in a multi-cultural business environment.
• Demonstrated leadership, management, and supervisory credentials for staff; with skillful mentoring and coaching skills for senior and junior direct reports.
• Commercial acumen, with strong budget, contractual and vendor management capabilities.
• Excellent written/verbal communication and creative presentation skills in English.
• Working knowledge and experience of computer applications, including CAD.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
