The position is assigned in the Infrastructure and Technology Division (ITID) within the Information Technology Department (ITD). ITD enables ADB’s digital agenda and supports the Bank’s global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms.

 

ITID is responsible for the design, governance, implementation, maintenance, and day-to-day operations of ADB’s technology infrastructure, platforms and associated systems. The division monitors production systems and outsourced vendors, makes necessary adjustments to maintain desired service levels, and resolves production issues. It also monitors ADB’s infrastructure and applications for potential security threats and reacts appropriately to identified security breaches.

 

Job Purpose

The IT Specialist (Database and ERP) is responsible for the database administration functions, as well as system programming, troubleshooting, and system management within ITD for all database related issues. Incumbent will assist in the coordination of software issues with other ITD teams, and will serve as a futurist within ITD, keeping ADB on the leading edge of current database technology. The incumbent will report directly to the ITID Director and to designated International Staff and will supervise National Staff and Administrative Staff.

 

 

Responsibilities

  • Lead a team responsible for the architecture and administration of the ADB database environment, including ORACLE E-Business Suite (EBS).
  • Oversee the database aspects of complex business solution development, from requirements gathering to design and documentation.
  • Provide expert advice to other IT specialists on database administration within the ADB environment.
  • Investigate the latest database technologies, assess potential risks and benefits, recommend enhancements, and plan for the implementation of approved changes.
  • Manage vendor relationships in the database area, supervise contractors and consultants, and provide performance reviews with actionable recommendations.
  • Work with the Data Services Team to create solutions for artificial intelligence, data engineering, data warehousing, big data, and master data management.
  • Champion and oversee the use of Azure cloud database technologies and other modern cloud database technologies.
  • Ensures the database team maintains comprehensive documentation for database systems, with a focus on internal controls.

 

Qualifications

Relevant Experience & Requirement

  • Minimum of 8 years of relevant experience, including senior supervisory roles in a 24/7 operational environment with multiple databases and operating systems.
  • Training and experience in IT internal control frameworks.
  • Proven track record in managing database systems, particularly in areas such as artificial intelligence, data engineering, data warehousing, big data, and master data management.
  • Experience with Azure cloud database technologies and other modern cloud database technologies, such as vector databases.
  • Practical experience in maintaining, optimizing, and troubleshooting Oracle and Microsoft RDBMS solutions.
  • Demonstrated skills in data modeling, complex query design and development, SQL and PL/SQL code optimization, and advanced queues and triggers.
  • Extensive experience in providing high-level support during application and infrastructure outages, identifying causes of failures, and restoring systems.
  • Experience in collaborating with application developers for testing and development, and conducting upgrades in production environments.
  • Understanding of Java web applications, J2EE, JDBC, Oracle object types, Oracle LDAP, and source control development tools.
  • Background in software engineering; including automation (e.g. DevOps), scripting, python, and tools like Ansible and Terraform.
  • Excellent English communication skills, both written and verbal.

General Considerations

 

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
