The position is assigned in the Security and Emergency Services Unit (CSRS-SE) within the Organizational Resilience and Security Division (CSRS). CSRS is under the Corporate Services Department (CSD).

 

CSD manages the building, office space facilities, and delivers over 70 diverse corporate services essential for ADB's operation. It provides administrative support to ADB Management and staff and delivers quality products and services at an affordable cost. The office is headed by the Director General and supported by Division Directors who manage the respective business units.

 

CSRS develops and implements policies and procedures relating to the organizational resilience and security measures necessary to ensure that ADB retains the ability to continue operations in a safe and secure manner in support of its mission to reduce poverty in Asia, regardless of any incidents that may threaten or befall the organization or its facilities.

Job Purpose

The Security and Emergency Services Specialist will be responsible for planning, managing and directing the work of the ADB Global Security Operations Center (GSOC) program; and accountable for people management, productivity and quality of work outputs. The mission of the 24/7/365 GSOC is to provide ADB with monitoring, early warning, incident response, analysis, reporting, data management, coordination, and communication functionality to support operations, travel risk management, emergency response, crisis management and business continuity.

 

Optimizing and integrating technology, procurement, project management and vendor management are key areas of work for the GSOC manager to ensure the ADB GSOC is best in class and future proof. ADB is looking for a GSOC manager that can lead people, facilitate collaborative solutions, manage data, and integrate vendor technology solutions to effectively monitor ADBs operating environment, provide real-time situational awareness, improve incident response, support crisis response, and mitigate risks to contribute to ADBs overall enterprise resilience.

 

The incumbent will report to the Director of Organizational Resilience and Security (CSRS) and will supervise National Staff and Administrative Staff.

 

Responsibilities


• Supervises and manages the GSOC team of vendor staff (including Access Monitoring Team, Security Information Team, Incident Coordination Team, and Medical Response Team) and program, and ensures effective day-to-day operations and maintains a framework of relevant plans, procedures, and protocols to ensure the mission of the GSOC is achieved.
• Develops and implements a multi-year GSOC strategy to align with division goals and organizational needs.
• Develops the GSOC program budget and annual work plan.
• Works closely with CSRS division management team and staff to ensure a coordinated approach to GSOC operations and alignment with other division activities.
• Ensures a culture of client orientation and service excellence.
• Represents the division at GSOC relevant internal and external fora, networks, and best practice communities with an eye toward continues improvement and quality control management of GSOC services.
• Provides appropriate safety, security and emergency support to persons travelling on ADB business, field offices, overseas ADB activities and all others under ADB’s duty of care responsibilities.
• Participates in a Duty Officer roster, supports operational response teams, and when necessary, supports the activation and functioning of the Crisis Management Team (CMT), including Crisis Management Center (CMC) operations.
• Ensures that appropriate safety/security information and advisories are disseminated to ADB personnel.
• Ensures effective management and utilization of ADB emergency communications systems and related information technology platforms and systems.
• Under consideration of existing IT policies and procedures and collaboration with IT experts and vendors, organizes and manages the GSOC IT infrastructure (hardware and software) to include collation, storage, security, quality, accessibility, and visualization of data related to GSOC functions.
• Compiles after-action/lessons learned report to ensure continuous improvement and quality control.
• Manages the performance of GSOC teams and individuals, provides clear direction and regular monitoring and feedback on performance.
• Provides coaching to teams and individuals to ensure their on-going learning, up-skilling, and development.
• Ensures appropriate management and human resources of GSOC positions.
• Supports Director, CSRS with accurate updates and briefings as required.

 

Qualifications

Relevant Experience & Requirements

• Master's Degree, or equivalent, in security or defense studies, public or business administration, international relations, emergency management, information technology, political science, or University degree in security or defense studies, public or business administration, international relations, emergency management, information technology, political science and at least 5 years specialized experience relevant to the position can be considered.
• At least 8 years of relevant professional experience with government, in a corporation or international institution; including international experience working in several countries.
• Experience working in or managing Global Security Operations Center and/or other related functions or facilities.
• Experience in emergency response, incident management or crisis management and communications.
• Ability to lead and work with multi-cultural and multi-disciplinary teams.
• Good analytical, planning, organizing and communication skills to optimize the various GSOC teams to work together and maximize outcomes.
• Excellent interpersonal skills to liaise effectively with staff, ADB management, and counterparts from other local and international organizations.
• Excellent written and verbal communication skills in English.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
