Organizational Setting
The Office of Climate Change, Biodiversity and Environment (OCB) promotes integration of innovative approaches in the activities of the Organization, for the sustainable use, management and conservation of natural resources for food and agriculture. OCB assists FAO Members in their responses towards the challenge of climate change mitigation and adaptation, as well as the development of adaptive capacities of agriculture, fisheries and forestry for conservation and sustainable use of biodiversity. It provides a coordination role on climate change, biodiversity and the environment. The Office also serves as the focal point for a multidisciplinary and global approach to the United Nations Framework Convention on Climate Change (UNFCCC), the Convention on Biological Diversity (CBD) and topics on bioenergy as well as on Globally Important Agriculture Heritage Systems and green and climate resilient agriculture.
In 2022, FAO adopted its Strategy on Climate Change 2022-2031 and the FAO Action Plan 2022-2025 for the implementation of the FAO Strategy on Climate Change. OCB coordinates and supports the Organization in the implementation of these strategies and action plans.
The post is located in the Energy Team of the Office of Climate Change, Biodiversity and Environment (OCB) at FAO headquarters in Rome, Italy.
Reporting Lines
The Natural Resources Officer (Energy) reports directly to the Senior Natural Resources Officer, Energy Team.
Technical Focus
Support for the development of clean energy solutions for agrifood systems and guidance on sustainable bioenergy production, in both development and humanitarian settings. The Natural Resources Officer (Energy) assists with the development and implementation of integrated programmes and activities related to energy, climate change and the sustainable transformation of agrifood systems.
Key Results
Collection and analysis of information, data, statistics and project/meeting services to support programme projects, products and services.
Key Functions
• Collects and analyses relevant technical, social, economic, environmental, institutional and technology related information, data and/or statistics to support the delivery of programme projects, products and services.
• Undertakes analysis, provides technical input for plans and reports and edits/revises technical/scientific documents.
• Participates in the development of improved work methods, tools and systems.
• Updates databases and web pages.
• Participates in multidisciplinary project/work teams.
• Collaborates in the development of training tools and materials and the organization of workshops/seminars, etc.
• Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.
Specific Functions
• Contributes to the implementation of FAO’s Energy-Smart Agrifood System (ESAS) programme providing technical input for plans and reports, as well as edits/revises of technical/scientific documents.
• Offers support to the development and implementation of projects related to energy-smart agrifood systems approaches, while focusing on the nexus between energy, climate change and agrifood systems.
• Supports FAO’s engagement in energy and humanitarian relevant coordination mechanisms such as the Safe Access to Fuel and Energy (SAFE) Humanitarian Working Group and the Global Plan of Action for Sustainable Energy Solutions in Situations of Displacement (GPA) Steering Group and the Coordination Working Group.
• Supports FAO’s response on energy access for crisis-affected populations.
• Supports Member Nations with technical assistance, capacity development and knowledge sharing activities, while also supporting FAO Decentralized Offices in the development and implementation of their programmes.
• Assists in FAO’s engagement in and contribution to the international sustainable energy agenda, including relevant international events and initiatives, as well as the UN-Energy context.
• Assists capacity building efforts to address and support energy issues within Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs) and supports the production of publications and technical documents.
• Provides support to the organization of internal and external meetings and events, including consultations, training, capacity-building activities, multi-stakeholder dialogues and other technical and policy meetings.
• Supports technical work including developing, writing, reviewing and editing reports, guidelines and publications on the nexus, such as the alignment between commitments and associated implementation plans related to National Biodiversity Strategies and Action Plans (NBSAPs), NDCs, NAPs and Land Degradation Neutrality (LDN).
• Contributes to the development of data management and monitoring systems on energy-smart agrifood systems.
• Contributes to awareness-raising and communication efforts on the nexus.
• Checks policy, legal and technical developments of other international fora/instruments in the spheres of green energy, climate change, agrifood systems and environment, for their relevance to FAO’s work on the nexus.
• Assists in resource mobilization efforts with relevant funding mechanisms and donors, in collaboration with Members, partners and the relevant FAO units.
• Undertakes any other duties as required.

Minimum Requirements
• Advanced university degree in an area such as natural resource management, environment, agriculture, forestry, energy or related fields.
• Three years of relevant experience in sustainable Energy Solutions and bioenergy in agricultural and food systems context.
• Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

• Extent and relevance of experience in establishing and maintaining partnerships with UN agencies, Non-Governmental Organizations (NGOs) as well as donors and government institutions and agencies.
