The Strategic Workforce Unit (SWU) within the Budget, People, and Management Systems Department (BPMSD) is responsible for ADB-wide workforce analysis, position management, organizational structure and complement, related administrative regulatory framework and systems.

Job Purpose
The Workforce Planning Specialist’s objective is to enhance organizational efficiency and effectiveness by conducting workforce analysis, managing workforce data, overseeing position management, leading organizational realignments, and fostering knowledge sharing.

The position reports to the Advisor, BPMSD, and Head, SWU, with potential supervision of National and Administrative Staff.


Responsibilities
• Workforce Analysis: Review and analyze position, cost, and timesheet data, create concise graphical presentations, and ensure accurate, consistent, and accessible data for SWU and data governance.
• Position Management: Make informed decisions on position requests for ADB’s best interest through analysis and client discussions, and communicate these decisions.
• Organizational Realignments: Proactively finalize realignment proposals, ensuring alignment with the New Operating Model and across ADB where applicable.
• Knowledge Sharing: Share expertise, propose efficient procedures, explore, pilot and apply new tech (e.g., AI), and mentor National and Administrative Staff.
• Management Support: Lead in preparing materials for SWU clients and Management."
• Additional Tasks: Perform other assigned interdepartmental, departmental and unit’s tasks as reflected in the workplan

Qualifications

Relevant Experience & Requirements
• Master’s degree in Business Administration, Accounting, Finance, Operations Management or related fields. University degree in Business Administration, Accounting, Finance, Operations Management or related fields combined with at least 5 years specialized experience in similar organization/s may be considered in lieu of a Master’s degree.
• Experience and knowledge in statistics, accounting, budget management, sovereign and nonsovereign operations procedures, operations planning and resource allocation, and/or corporate-wide timesheet management are preferred and advantage.
• Minimum of 8 years of relevant professional experience with international experience working in development in several countries.
• Experience in operational departments of multilateral development organizations preferred
• Excellent written and verbal communication skills in English is required

General Considerations
The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
