The International Monetary Fund (IMF) seeks an energetic and skilled Librarian (Market Data expert) to join its Library team located in Washington, D.C. The successful candidate will be responsible for providing guidance on delivering and distributing electronic content and data feeds across the institution. This is a two-year contractual appointment, renewable for up to four years of cumulative contractual service, depending on the business need and performance of the incumbent.

The IMF Library serves the information and data needs of the IMF and the World Bank Group (WBG). The Library's functional services span three teams: one with responsibilities for negotiating and licensing of resources (Content Management and Data team), the second with responsibility for research services and client engagement (Research and Data Services team), and the third (Digital Discovery and Access team), for which this position is being recruited, manages the Library's technology infrastructure and provides technical support to enable discovery and access to commercial data and information resources.

Job Summary

Reporting to the Senior Librarian, lead for Digital Discovery and Access team and working collaboratively with the other functional areas of the Library, the Librarian (Market Data Expert) will actively participate in the Task Force for Commercial Data to develop and act on recommendations for the transition to data feeds and integrating commercial data feeds into internal Fund systems. The incumbent will be responsible for utilizing quantitative methods to analyze the use of commercial data and link the Fund’s outputs to commercial data sources and providing technical and statistical support to the library’s strategic initiatives, such as the Library’s bibliometric analysis program.

Duties and responsibilities

• Work closely with the other functional areas of the Library to onboard commercial data feeds, provide guidance and advice on the various phases of testing and user acceptance of technical implementations, assist outreach activities in promoting the use of commercial data, develop user guides, and provide user training when needed. 
• Analyze data feeds acquired from commercial data providers, advise IMF stakeholders on best practices for mitigating technical and operational risks involved in commercial data feeds, and translate user requirements into implementation plans.
• Serve as a resource for the Library's licensing team and coordinate with the Data Governance Group, Statistics Department, Information Technology Department, and others to facilitate efficient use of commercial data feeds.
• Contribute to the cross-departmental Metadata Working Group (MWG) to advance the standardization of core metadata fields and values and address source and usage rights in the iData project.
• Partner with internal stakeholders to leverage text and data mining (TDM) techniques and tools to link the Fund outputs to commercial data sources and extract valuable and insightful information about the use of commercial data in the institution.
• Collaborate with the Research and Data Services Team to plan, develop, and grow the Library’s bibliometric services to support data-informed analysis of research impact from the individual to the institutional level.
• Work with research librarians to design and implement statistical models and methodologies for bibliometric studies and leverage the analysis data to support collection development, maximize exposure of research outputs, and inform planning and assessment activities.
• Support economists, research officers, and research assistants on market data queries where in-depth financial data knowledge is required.
• Other duties as assigned in the realm of data and information management.

Qualifications

The ideal candidate should have: 

• Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in library or information science, or a related field; or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience.
• Strong understanding of commercial data feeds, economic and financial data sources, and major commercial electronic databases, such as Bloomberg, Refinitiv, S&P Global, etc.
• Proficiency in text mining techniques, natural language processing, and data visualization tools. 
• Knowledge of programming languages such as Python, R, or other relevant programming languages for data analysis and manipulation. 
• Excellent interpersonal, oral, and written communication skills and the ability to communicate technical information to clients at all levels.
• Able to work in a fast-paced multi-cultural environment with an emphasis on meeting client needs and deadlines.

Preferred skills and experiences include:

• Expertise in economics, econometric support, data science, and data feed administration is desired.
• Working experience in a library or familiarity with library operations is a plus.
• Knowledge of fixed income, equities, foreign exchange, commodities, and derivatives.
• Thorough understanding and practical experience with APIs, experience with JSON, XML, XSLT, and web services.
• Understanding of SQL and relational database management systems.
• Knowledge of principles, practices, and trends of bibliometric analysis, understand the strengths and weaknesses of indicators and sources, be aware of the key responsible metrics principles.
• In-depth knowledge of copyright compliance in the use of market data would be an asset.

This is a two-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability, and continuous business need.
