JPO - MONITORING, EVALUATION, AND LEARNING

The position is based in Seoul at GGGI’s headquarters in the Impact and Evaluation Unit (IEU). The IEU is located within the Operations Enabling Division (OED), and also receives guidance and oversight from the Management Team and the Management & Program Sub-Committee. The two main functions of IEU are: 

• Conducting thematic and country evaluations – The IEU undertakes these evaluations to assess the relevance, effectiveness, efficiency, impact, and sustainability of operations, and alignment with the priorities established within GGGI’s Strategy 2030 and its implementing Road Map.
• Mainstreaming GGGI’s impact agenda – The IEU advises GGGI’s operational teams in the design of program monitoring, evaluation, reporting, and improvement frameworks on a demand-driven basis, with a focus on ensuring coherent theories of change and credible results frameworks that are clear, measurable, and aligned to GGGI’s impact agenda. 

To elevate delivery on these two functions, the IEU is hiring a Junior Professional Officer (JPO) for Monitoring Evaluation and Learning (MEL) to support the Institute’s mission by facilitating evaluations and reporting on GGGI programs to inform the learning, improvement, and accountability needs of GGGI, its members, and funders; as well as supporting the design of program monitoring, evaluation, reporting, and improvement frameworks. 

The position reports to the Head of IEU. 

PURPOSE

The MEL JPO will be supporting the design of thematic evaluations, consistent with GGGI’s evaluation policy and IEU’s Annual Evaluation Workplans. And developing and supporting the development and delivery of other IEU services to internal clients and core units in the areas of monitoring and evaluation, capacity building of staff in impact assessment and reporting, and evidence reviews.

ENGAGEMENT

The position requires the JPO to build productive working relationships not only with the IEU but in each unit during the different rotations, work independently with minimal supervision, and communicate influentially across all divisions and at all levels within GGGI, as well as key stakeholders outside of GGGI. Key engagement tasks include:

• Working closely with GGGI management, programmatic and non-programmatic staff to support the design and delivery of bespoke evaluations, MEL frameworks design and implementation. 
• Communicating lessons learned and providing clear and credible recommendations through learning products on strengthening GGGI’s systems and procedures. 
• Effectively organizing and delivering any other assigned tasks by the Heads/Directors of each unit within the project management cycle process.

DELIVERY

• Contribute to the design, development and write-up of an evaluation, including evaluation questions and research methodologies, data collection and analysis, the development of the draft evaluation report.
• Contribute to designing, developing and implementing MEL training materials and capacity-building sessions for regional and country staff at the Africa Regional Office or other country/regional teams.  
• Contribute to the development of MEL plans and MEL frameworks for project development and implementation. 
• Contribute to the development of results reports. including the editing, proofreading, and formatting of documents/sections drafted by other contributors to ensure accuracy, clarity, consistency, readability, appropriate tone and consistency with guidelines and standards requested by GGGI.
• Lead the development of valuable and high-quality learning products for GGGI’s RBM and MEL framework improvements, outlining the key lessons learned and recommendations based on the experience gained working with the different core units of GGGI’s project cycle management.  

REQUIREMENTS:

QUALIFICATIONS

• A master’s degree in a relevant area in sustainable development, social sciences, life sciences, public policy, environment and other relevant disciplines. 
• Two years post-graduate work experience in relevant areas. The experience can include internships, volunteering, and unpaid assignments. The experience can be gained within a candidate’s country or outside. 
• Demonstrates commitment and passion to green growth through their academic studies and paid/unpaid work experience. 
• Age 32 or under at the commencement of the program.
• Excellent written and spoken English, ability to speak additional language pertaining to GGGI’s member countries would be a plus.
• Must be a national of GGGI member countries [list of member countries]

FUNCTIONAL 

• Demonstrates good communication and organizational skills and evidence of team working. 
• Excellent MS Office application skills required and experience in using databases are a definite advantage. 
• Data analysis and experience in data visualization is required – power BI etc. 
• Some experience in conduction independently surveys (survey design, form-building, data analytics eg with Kobo tool box, Ona) 
• The ability to undertake research, convert complex topics into clear and concise messages or text, and experience of report writing. 
• Experience of living and/or working in multicultural contexts would be an advantage. 
• Willingness and availability to travel to another country or countries during the post.
