The Policy Coherence for Sustainable Development Goals Division (PCSDG) supports member and partner countries in strengthening the governance mechanisms and capacities to design and implement policies that contribute to accelerate progress towards the Sustainable Development Goals (SDGs). As one of the means of implementation of the 2030 Agenda and SDGs, policy coherence for sustainable development (PCSD) plays an essential role in ensuring a whole-of-government and whole-of-society approach to address economic, social and environmental priorities in a balanced manner, while considering the effects of policies on other countries and future generations.

Within the GOV - PCSDG Division, the PCSD Team is looking for one junior policy analyst to support the work on the implementation of the OECD Recommendation on Policy Coherence for Sustainable Development. The selected candidate will work on several of the activities currently undertaken by the PCSD Team, including: developing evidence-based analysis on critical sectoral interlinkages in the context of the SDGs, and on institutional mechanisms and governance processes to harmonise government action towards sustainable development; supporting targeted country support in strengthening capacities, mechanisms and tools for policy coherence in Member and partner countries; and facilitating policy dialogue and peer-learning on ehancing policy coherence for sustainable development. The selected candidate will support in the organisation of high-level events and the meetings of the OECD Network of National Focal Points for Policy Coherence.

The selected person will work in collaboration with other members of the PCSD team, under the direct supervision of a Senior Policy Analyst and under the responsibility of the Head of the Policy Coherence for Sustainable Development Goals Division.

Job Description

Main Responsibilities

Research, policy analysis and drafting

  • Conduct research and analysis in the areas pertaining to policy coherence for sustainable development, focusing on how institutional mechanisms and governance tools,  processes  and  systems – underpinned by civil service skills – are used to address trade-offs and synergies across sectors, minimize negative transboundary impacts of policies and mainstream sustainable development and the Sustainable Development Goals (SDGs) into policies and government practices.
  • Countribute to the drafting and delivery of the 2024 Report to Council on the implementation of the OECD Recommendation on Policy Coherence for Sustainable Development.
  • Contribute to the development of surveys and the drafting of OECD PCSD governance scans and country assessments and profiles, and the dissemination of country practices on PCSD through the OECD Knowledge Platform on Policy Coherence for Sustainable Development, as well as technical and policy papers.
  • Draft technical and policy documents for consideration by the OECD Public Governance Committee and the OECD Network of National Focal Points for PCSD, as well as policy briefs, meeting materials and other communications aimed at both technical and non-technical audiences.
  • Draft summary notes, briefing notes, talking points and speaking notes for senior management.
  • Contribute to strategic thinking on the relevance of the PCSD work to contemporary and emerging issues.

Liaison, meetings and communication

  • Collaborate with the PCSD team and other teams across GOV
  • Contribute to the organisation of the meetings of the OECD Network of National Focal Points for Policy Coherence, and related international events.
  • Support the implementation of targeted country projects and capacity building on policy coherence for sustainable development, and the update and adaptation of OECD’s online PCSD Self-assessment tool to non-OECD countries.
  • Contribute to the dissemination of PCSD work.
  • Traveling is expected.

 

Qualifications

Ideal Candidate Profile

Academic Background

  • Advanced university degree (Master level) in public administration, public policy, international relations, sustainable development, environmental studies, or a related subject.

Professional Background

  • Minimum two years of relevant professional experience in governance, public policy, sustainable and green strategies and indicators or related fields of work. Experience in a public administration (e.g., Center of Government coordination or policy planning units, Ministry of Environment or other ministries/agencies with responsibility for SDGs implementation), and/or international organisations (e.g., UNEP, UNECE, EC, etc.) would be a strong asset.
  • Knowledge of governance for sustainable development issues, both in OECD and non-member countries.
  • Previous experience managing/coordinating projects.
  • Good understanding of the 2030 Agenda, interlinkages across the SDGs  and related indicators and tools in OECD and non-member countries.
  • Ability to extract the main conclusions from a given strand of the literature
  • Excellent drafting skills in English; proven ability to organise and summarise complex materials.

Tools

  • Proficiency with standard Microsoft software.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of Spanish, Portuguese or Arabic would be an asset.

Additional Information

This position is graded PAL3.

Contract Duration

  • 13-month fixed term appointment, with the possibility of renewal.

Selection Process
