The ICD Operations Management (ICDOM) division plays a critical role in the delivery of the Fund’s CD strategy by enabling key business capabilities in support of the Institute Training Program (ITP). The division is involved in key aspects of training such as planning the course offerings, developing marketing strategies, managing admissions, and coordinating event logistics, including onboarding. The division serves as a center of excellence for training administration and provides policies and guidance to HQ and the Regional Training Centers. It coordinates the portfolio of ICD IT-related projects, contributes to the department’s participation in Fund-wide modernization projects, and provides leadership to the department’s knowledge management initiatives.

Under the supervision of the Section Chief, Operations Management Division (ICDOM), the Capacity Development Officer supports the successful delivery of IMF training at IMF regional training centers (RTCs), Regional Technical Assistance Centers (RTACs), and the Online Learning programs. Mitigates risks by overseeing quality control functions and adherence to policies and standards. Actively seeks and proposes solutions for knowledge management improvement to align the department’s Knowledge Management practices with Capacity Development dissemination guidelines. Responsible for the day-to-day supervision of the RTC and OL team.

Main duties and responsibilities

Oversee and act as liaison on course administration for RTCs, RTACs and other field-based training programs and events; interpret policies and manage annual course scheduling and participant registration. Provide coaching, guidance and sharing of specialty knowledge on course administration to center staff.

Enforce and implement training policies related to eligibility, travel, and accommodation. Communicate effectively with government officials and IMF staff to address inquiries and diplomatically resolve any rising issues; assist with developing procedures and policies for field-based training administration and ensure that these are consistently followed across the team, especially as relates to admissions and administrative issues. Create and review KPIs for adoption and summarize benefits, outcomes, and improvement opportunities for the RTC and OL programs.

Facilitate collaboration among Capacity Development Departments to streamline course setup, manage participant enrollment and feedback, and uphold the highest standards of instructional consistency and quality across the Institute Training Program.

Oversee the Online Learning (OL) course administration including marketing and administration strategy. Manage the allocation of course assignments and facilitate work distribution to maintain program integrity and continuity; collaborate with the IP division in the development of new courses, provide troubleshooting and problem resolution; address and resolve ad-hoc issues that arise promptly and efficiently, and collaborating with relevant stakeholders to implement effective solutions.

Manage team projects within the division. May serve as technical lead in specific projects, including participating in scoping, business requirements gathering, and proposal design phases. Coordinate project activities including providing system requirements, where applicable; track project tasks and deliverables, ensuring completion according to project plan and within established timelines; maintain clear and consistent communication with project team members, and provide updates on project progress; identify and assess project risks and escalate issues as necessary to ensure timely resolution and minimize project impact.

Provide input to the planning, organization, and execution of departmental knowledge management initiatives, including knowledge hubs, peer learning, and communities of practice. Bring relevant industry insights to incorporate into the KM processes and drive the culture of knowledge sharing across the department.

Together with the team’s other CD officer, assist the Section Chief with the day-to-day leadership of the team, including allocating resources, handling conflict resolution, providing guidance and feedback to less experienced team members, and assisting with the recruitment of staff. Assist in planning the work of the team and in the distribution of assignments and may reallocate work assignments as needed. In addition, serve as the backup to the team’s other CD officer.

Minimum Qualifications

Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in a related field; or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience; or a minimum of two years of relevant experience at grade A8, or equivalent, is required.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015. 

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee,  they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
