Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Technology and Innovation Section, in the Trade, Investment and Innovation Division. The incumbent reports to the Chief of Technology and Innovation Section.

Responsibilities

Under the direct supervision of the Chief of Technology and Innovation Section, and overall supervision of the Director, Trade, Investment and Innovation Division, the incumbent is required to perform the following functions:

Economic or sector analysis
• Develops databases and qualitative information necessary for specified recurrent or ad hoc assignments in the area of entrepreneurship, inclusive business and impact investing.
• Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of entrepreneurship, inclusive business and impact investing.
• Identifies and analyses policy proposals made elsewhere relating to assigned topics.
• Attends international, regional, and national meetings to collect information and to hold discussions with colleagues on issues related to entrepreneurship, inclusive business and impact investing.
• Assists in the organization and servicing of expert group meetings, seminars, etc. on entrepreneurship, inclusive business and impact investing related issues.
• Prepares speeches and other inputs for presentation at relevant events.

Intergovernmental support
• Prepares inputs for reports to the Economic and Social Commission for Asia and the Pacific (ESCAP) Committee on Trade, Investment, Enterprise and Business Innovation and other relevant intergovernmental bodies.
• Follows intergovernmental meetings and prepares summary reports.
• Assists in the organization of panels, round tables etc. on entrepreneurship, inclusive business and impact investing related issues for intergovernmental processes.

Technical cooperation
• Participates in missions on entrepreneurship, inclusive business and impact investing development issues and organizes training seminars for national experts.
• Prepares documentation for technical cooperation programmes and projects related to entrepreneurship, inclusive business and impact investing.
• Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects.
• Monitors, backstops and assesses the implementation of technical cooperation programmes and projects related to entrepreneurship, inclusive business and impact investing.

General
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services.
• Undertakes on-the-job and other training activities, both internally and externally.

Competencies

• Professionalism: Ability to apply economic theories and concepts in different sectors of economic development, entrepreneurship, inclusive business and impact investing. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources. Shows skill in developing sources for data collection. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

• Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

• Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in economics, finance, business administration, management, or a related field is required.

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

A minimum of five years of progressively responsible experience in the fields of entrepreneurship, inclusive business or impact investing is required.

Experience of producing reports related to entrepreneurship, inclusive business or impact investing is desirable.

Experience in fundraising for projects relating to entrepreneurship, inclusive business or impact investing is desirable.

Experience in monitoring and evaluation related to entrepreneurship, inclusive business or impact investing projects is desirable.

Experience of entrepreneurship, inclusive business or impact investing related work in the Asia-Pacific region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment
