Senior Public Finance Specialist - Results-based Financing (RBF)

Responsibilities

• Provide guidance and advice to the Bank’s project teams on the public finance-related aspects of RBF. This includes support to public expenditure reviews, project cost benefit analysis, studies/reviews in such areas as public investment management, revenue administration, sub-national public policy administration, political economy and digital governance. This also includes the review of the economic and financing aspects of the technical assessment (e.g. expenditure framework analysis, cost benefit analysis), the fiduciary systems diligence assessments and related risk assessments and risk mitigation actions plans to confirm compliance with the Bank’s policies and procedures, and the provision of advice and recommendations to Project teams.
• Develop and maintain close working relationships with other development partners and keep abreast of trends in public finance areas, financial management and public sector reforms.
• Support the implementation of the Operational Policy for Financing, including financial management through the development of relevant guidance and provision of training.
• Contribute to SPB’s advice to the Investment Committees on project proposals and project documents.
• Lead and contribute to knowledge management and dissemination, develop training and capacity building activities on the economic and fiduciary systems elements for management and staff.
• Identify, collect and disseminate best practices and lessons learned and be a source of information on innovations and initiatives that can be shared across the Bank.
• Other related duties as requested.

Qualifications

• Advanced degree (Master’s or PhD) in a relevant field (e.g. public finance, accounting, commerce, public policy, economics) or an internationally recognized professional accounting qualification (e.g. CPA, ACCA)
• At least 8 to 10 years of relevant professional experience in managing, developing and/or assessing public finance or Public Financial Management systems in developing countries.
• In-depth knowledge of public sector finance in at least two of the following areas: public expenditure policy and management, public investment management, public financial management, public sector reforms, revenue administration, and institutional oversight.
• Strong knowledge and understanding of the preparation and implementation review of development projects; experience in leading the development and delivery of a development project would be desirable.
• Experience in and ability to lead studies on areas key to the public sector (e.g. public expenditure reviews, public investment policy reviews, cost benefit analysis) and in working with governments on public sector reforms.
• Experience in identifying knowledge and training needs, and organizing and delivering learning events and programs.
• Good team player with strong interpersonal skills, and ability to work across organizational boundaries to achieve consensus and results.
• Track record of commitment to work in a respectful, team oriented and multi-cultural environment and international environment.
• High sense of integrity, ethics and accountability.
• Ability to adapt and work under tight deadlines.
• Fluent in oral and written English.
