The Office of the United Nations High Commissioner for Human Rights (OHCHR) represents the world's commitment to universal ideals of human dignity. OHCHR has a unique mandate from the international community to promote and protect all human rights. OHCHR also support the work of the United Nations human rights mechanisms, promote the right to development, coordinate United Nations human rights education and public information activities, and strengthens human rights across the United Nations system. OHCHR works to ensure the enforcement of universally recognized human rights norms, including through promoting both the universal ratification and implementation of the major human rights treaties and respect for the rule of law.

The Office of the High Commissioner for Human Rights (OHCHR) is mandated to promote and protect the enjoyment and full realization, by all people, of all rights established in the Charter of the United Nations and in international human rights laws and treaties. The mission of the Office of the United Nations High Commissioner for Human Rights (OHCHR) is to work for the protection of all human rights for all people; to help empower people to realize their rights; and to assist those responsible for upholding such rights in ensuring that they are implemented. For this purpose, OHCHR works with governments, legislatures, courts, national institutions, civil society, regional and international organizations, and the United Nations system to develop and strengthen capacity, particularly at the national level, for the protection of human rights in accordance with international norms.

This position is located in the Office of the High Commissioner of Human Rights (OHCHR) in the Republic of Korea, under the supervision of the OHCHR Representative and the Head of Field-based Structure.

     
 

 

     
 

Responsibilities

     
 

 

     
 

Under the direct supervision of the OHCHR Representative, the incumbent is required to perform the following functions:

• Assist, advise and support the office in all areas of human rights and legal analysis, including by undertaking field monitoring and verification work, and following up on different cases and situations.
• Alert the head of office as to legal and human rights developments relevant to the Democratic People’s Republic of Korea and provide analysis thereof, including issue-based or situational assessments of legislative, policy or implementation gaps.
• Provide top quality legal advisory and analysis services as well as facilitate knowledge building and management.
• Provide technical advice, evaluation and legal analysis on the international norms, mechanisms and recommendations on human rights. Contribute to promote and disseminate international standards and principles.
• Participate in the elaboration of thematic and analytical documents, as well as provide inputs to preparing documents and reports.
• Follow-up the recommendations issued by human rights mechanisms and procedures as well as treaty bodies.
• Conduct workshops and assist the office in capacity building and training activities.
• Provide information and follow up the development of the information repository.
• Perform other duties as may be requested.

Education

 
 

 

 
 

Advanced university degree (Master's degree or equivalent) in law. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Specific training in a field relevant to Human Rights or related area is desirable.

 

 

 

Work Experience

 

 

 

A minimum of five years of progressively responsible experience in legal analysis, research and writing is required.
Experience at national and/or international levels in the human rights or related field is desirable.
Previous legal experience working with the United Nations common system or other comparable international organization is desirable.
Experience of interviewing witnesses/victims of human rights violations for criminal justice and accountability purposes is desirable.

 

 

 

Languages

 

 

 

English and French are the working languages of the United Nations Secretariat.  For the post advertised, fluency in English and Korean are required. Knowledge of another UN official language is an advantage.

Qualified applicants may be evaluated through a competency-based interview and/or other assessment methods.

 

 

 

Special Notice

 

 

 

Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located. This post is open to Korean nationals only.

Appointment against this post is on a local basis; candidates shall be Korean nationals and will be recruited in the country or within commuting distance of the OHCHR office. If no suitable local candidate is identified, Korean nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to travelling and relocating to Seoul in the event of an employment offer.

Note to current staff members at the General Service level: Should a current General Service staff member be selected for this post, he/she would need to resign from his/her General Service appointment before receiving a new appointment at the NO level. Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.

This post is funded from extra budgetary resources. The initial appointment is for a period of one year. Any extension of appointment is subject to satisfactory performance and availability of funds.

 

 

 

United Nations Considerations

 

 

 

According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. Candidates will not be considered for employment with the United Nations if they have committed violations of international human rights law, violations of international humanitarian law, sexual exploitation, sexual abuse, or sexual harassment, or if there are reasonable grounds to believe that they have been involved in the commission of any of these acts. The term “sexual exploitation” means any actual or attempted abuse of a position of vulnerability, differential power, or trust, for sexual purposes, including, but not limited to, profiting monetarily, socially or politically from the sexual exploitation of another. The term “sexual abuse” means the actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions.  The term “sexual harassment” means any unwelcome conduct of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation, when such conduct interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment, and when the gravity of the conduct warrants the termination of the perpetrator’s working relationship.  Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
