Org. Setting and Reporting

This position is located in the Implementation Support Section (ISS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will report directly to the Programme Coordinator of the Global Firearms Programme in ISS and work under the overall supervision of the Chief of Section. The work will imply frequent travel to the region under the responsibility of the incumbent.

Within assigned authority, the Crime Prevention and Criminal Justice Officer (Firearms) will perform the following specific tasks:

• Plan, organize, and carry out ongoing review, monitoring and analysis of firearms related issues at the national, regional and/or global level; collect and analyse national strategies, action plans and legislation on firearms and keep abreast of relevant legislative and technological developments.

• Develop, coordinate, implement, and evaluate technical cooperation programmes/projects, under the Global Firearms Programme, with a particular focus on at least Eastern Europe and South Eastern Europe, aimed at promoting accession and full implementation of the United Nations Convention against Transnational Organized Crime (UNTOC), and its Protocol on Firearms, with a view to effectively countering criminal justice responses to illicit firearms trafficking and related crimes.

• Establish, prepare and disseminate project work plans, budgets, terms of references and other related project documentation and monitor its implementation; ensure timely preparation and submission of programme/project progress, evaluation reports etc. monitor financial resources and supervise project budget, expenditures and utilization of funds related to the assigned programme/project ensuring compliance with UN financial rules and regulations; review relevant documents and reports; initiate project revisions and ensure the timely submission of budgetary documentation and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.

• Organize and/or participate in field missions including assessment missions and conduct technical survey visits to project sites in order to assess needs, oversee implementation and assess the efficiency of resources used; prepare inputs for performance parameters and indicators, programme performance reports as well as inputs for results based budgeting and results based management; organize and/or participate in the tripartite reviews and evaluations of ongoing and/or completed programme and projects; prepare, review and assess reports of field offices on the status of programme implementation.

• Provide technical advice and assistance, including substantive guidance and mentorship, to governmental and other institutions and counterparts to assess and review national capacities and advise national counterparts on good practices in the prevention, detection, and combating illicit trafficking in firearms and related forms of organized crime, and on the effective implementation of UNTOC and the Firearms Protocol.

• Coordinate and provide technical advice and support for the implementation of key measures in the areas of record keeping, marking, tracing, collection, management, and destruction of firearms, as well as criminalization, investigation and prosecution of fire-arms criminality and related crimes.

• Design and contribute to the development / adaptation of technical assistance and specialised tools, including software applications, training curricula, manuals, e-learning modules, technical documents, policy briefs and issue papers in collaboration with beneficiaries and clients; prepare, contribute and/or coordinate the development of standardized training and capacity building packages, and promote their use and application in target groups and countries.

• Participate as a resource person in workshops, seminars, and training courses and conduct presentations as required, identify experts, provide substantive expertise and advice on as-signed topics/activities; provide substantive and technical support for the development and delivery of specialized training and other capacity-building activities in the areas of marking, record keeping and tracing of firearms, as well as the detection, investigation and prosecution of illicit firearms trafficking and related forms of organized crime.

• Promote and facilitate interregional, regional and national cooperation, and information exchange aimed at strengthening the criminal justice response to firearms trafficking, and the establishment of a Global Community of Practitioners, and foster effective cooperation with regional and international partners such as EMPACT Firearms, FRONTEX, INTERPOL, EUROPOL, inter alia.

• Contribute to the Global Monitoring of Illicit Arms Trafficking Flows Initiative of the UNODC to collect and analyse data and information on firearms, to strengthen national data collection and analysis capacity, and to produce periodic reports on illicit firearms trafficking at global, regional or national level, as well as to support the global monitoring of Target Goal 16.4 of the 2030 Development Agenda.

• Contribute to the substantive preparation of the Conference of Parties to UNTOC and its open-ended Working Group on Firearms, and other legislative and technical bodies, as needed, and participate in the substantive servicing of the meetings of those bodies.

• Serve as a resource person in technical working groups, inter-agency task forces, advocacy meetings, round-tables, workshops and other relevant meetings related to the prevention and combating of illicit firearms trafficking and related areas.

• Organize and prepare a variety of written outputs such as reports to governing bodies, background papers, correspondence with counterparts, reports, working documents, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies and summary reports.

• As required, advise, guide and coordinate the work of programme staff, national and international consultants and experts, Junior Professional Officers and interns in their work; guide trainers, consultants, resource personnel, officials and experts in their preparations for participation in project activities.

• Identify procurement needs (goods and services), support the full procurement cycle of the various options.

• Perform other work-related duties as may be required.


• Professionalism: Has proven knowledge on the prevention and combat of illicit firearms trafficking and its links to transnational organized crime, and related forms of crime, disarmament and related fields. Knows and understands the legislative and substantive aspects of preventing and combating transnational organized crime and the existing international legal regime in particular, the UNTOC and its supplementary Protocol against Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition. Knows other relevant global and regional instruments, international standards, guidelines and best practices in firearms control. Has knowledge and under-standing of theories, concepts and approaches relevant to UNODC mandates. Has knowledge of policies and practices in international drug control and crime prevention as well as the mandates of UNODC. Has knowledge of and specialization in substantive and functional areas with very good research and analytical skills. Has ability to identify issues, analyse and participate in the resolution of issues/problems. Has ability to conduct data collection using various methods. Has conceptual analytical and evaluative skills to conduct independent research and analysis. Has ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.


An advanced university degree (Master’s degree or equivalent) in law, criminology, political or social science or related disciplines is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional work experience, of which several at the international level, in project or programme management and administration and in law enforcement, criminal justice, prosecution, international relations, crime research, social or political affairs, with a focus on firearms trafficking, organized crime or related areas, is required.
Relevant experience in areas related to firearms control, illicit trafficking, disarmament, and related programme management and administration experience is required.
Working experience in South Eastern and Eastern Europe and excellent knowledge of the firearms problems in these regions is required.
Practical working experience in the implementation of preventive measures against illicit firearms manufacturing and trafficking, such as monitoring, verification, storage, transfer and destruction of firearms, or in investigating and prosecuting of firearms trafficking and organized crime offences is desirable.
Relevant working experience in a developing country, is desirable.


English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of Russian is desirable. Knowledge of other United Nations official languages is an advantage. Knowledge of a Western Balkan language is an advantage.


Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year.
