Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The ILO seeks to recruit a Project Monitoring and Evaluation Officer at the P3 level to support the implementation of a new Development Cooperation project that will aim to intensify action against forced labour and child labour through innovation. This project is funded by the US Department of Labour (USDOL). The project will be implemented until 30th September 2025.
The project will contribute to achieving the 8.7 Accelerator Lab (8.7 ACC Lab) strategy, which focuses on using acceleration factors for progress on SDG 8.7, building on promising practices and identifying new solutions to end child labour and forced labour globally. 
The project strategy will be guided by four markers, namely innovation, due diligence, and transparency in supply chains, strengthening workers’ voice, and social protection. These markers will guide the actions of the project at the global, regional, and country levels: The application of digital and technological solutions increasingly provides opportunities to address forced labour and child labour. A global digital platform where countries and stakeholders can share knowledge, good practices and lessons learned on what has worked will be developed. The project will also identify, pilot and roll out existing successful solutions and innovative solutions, including digital ones, to support the fight against forced labour and child labour. 
In terms of the due diligence maker, the ILO’s Child Labour Platform and Global Business Network on Forced Labour will be supported in their efforts to engage businesses to tackle child labour and forced labour with a focus on promoting due diligence and transparency in supply chains. At the regional level, exchanges of good practices with businesses and key stakeholders, will be supported in view of strengthening businesses’ due diligence processes, and explore the potential of public-private partnerships.
In terms of the social protection marker, global dialogues on child labour and forced labour elimination through social protection will be fostered. In target countries, the extension of social protection coverage to vulnerable households will be supported.
In terms of the strengthening the workers voice marker, trade unions will be supported in their capacity to organize workers in the informal economy and expand their services, in particular to informal workers. Moreover, capacity building to develop ICTs to prevent or mitigate forced labour and child labour will be supported as well as the identification of good practices to foster their replication.
The project will implement the strategy at the global and regional levels and through actions in selected priority countries: Ghana, Nigeria, Mauritania, Somalia, and Malaysia.
Within the policy and procedural requirements established by the ILO and the Project, the M&E Officer will assist the National Project Officers and the Project Manager in matters relating to the collection of information needed to manage for results, including the development and implementation of the M&E plan for the project in accordance with the theory of change, the development of technical learning briefs and progress reports. In addition, like other projects, GALAB undergoes through midterm and final evaluations that produce relevant learning that should be documented for sharing throughout the branch.

2.    Reporting lines: 

The M&E Officer will report to the Director of the ILO Country Office for Nigeria, Ghana, Liberia and Sierra Leone (CO-Abuja). S/he will receive technical guidance from the Project Manager based in Geneva.

Description of Duties

1.    Work with the Project Manager and the project staff at country levels in results-based implementation of the project by providing technical guidance and relevant tools, particularly in the areas of planning, monitoring and evaluation of project activities.
2.    Lead the implementation of the project Theory of change and ensure the implementation of the project Comprehensive M&E Plan (CMEP) by supporting the project activities implementation, managing the data collection, and analysing the data for the Ghana, Nigeria, and Malaysia components and for the Africa regional activities.
3.    Manage and update - in coordination with the Monitoring and Evaluation officer of the GALAB project (HQ) - the Project CMEP, including monitoring progress toward targets and indicators on all results levels and suggesting corrective and/or remedial action.
4.    Produce analytical briefs with recommendations and lessons learnt to the Project Manager and Donor covering the scope of the M&E plan.
5.    Liaise with the donor, country teams, project Focal points, and relevant counterparts to provide support on setting and reporting against targets and other results-based management frameworks where relevant.
6.    Train the project staff through developing guidelines on M&E systems and tools developed by the project, on the data collection for direct services and broader Results-Based Management (RBM) approaches and methodologies as part of building and strengthening country-level M&E systems and capacities. 
7.    Contribute to the preparation of Project Technical Progress Reports (TPR) and project evaluability reviews in accordance with established requirements in the Grant agreement and ILO Policy Guidelines for Evaluation.
8.    Promote the inclusion of gender equality and non-discrimination in all aspects of the project
9.    Monitor the status, effectiveness, efficiency and sustainability of activities with a view to ensuring the successful implementation of the project through conducting interim project reviews. 
10.    Suggest strategies to the Project Manager for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing activities, highlighting potential risks to delivery, and making suggestions and developing plans and tools to minimize or eliminate such risks.
11.    Participate to the meetings of M&E cluster of FUNDAMENTALS, to share experience with the other M&E officers and ensure consistency of M&E tools within the Branch. 
12.    Undertake other duties related to the function as required.


 

Required qualifications

 

Education

•    Advanced university degree (Master’s or equivalent) in economics, statistics, international development, or one of the social sciences or equivalent. An advanced certificate in M&E would be an advantage. 
•    A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience in M&E, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

•    At least five years’ experience, including three years at the international level, preferably in project design, planning and implementation of evaluations and M&E strategies in development cooperation projects. Experience and knowledge of child labour and/or forced labour and human trafficking is an advantage. 

Languages

Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language (English, French, Spanish).

    •    Ability to adapt/change project activities as needed in order to best reach the project's overall objective most effectively.
    •    Sensitivity to diversity
    •    Ability to plan and support the development of team members’ skills and abilities for a more effective fulfilment of current or future job/role responsibilities.
    •    Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements, or cultures.
    •    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.


 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
