Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain,
Geospatial, Information and Telecommunications Technologies services and Training to all
Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and
Programmes of the UN system worldwide.

This position is located in the United Nations Global Service Centre, Brindisi, Italy, within
the Occupational Safety and Health Unit, of Central Service.

The incumbent reports technically to the Division of Health-Care Management and
Occupational Safety and Health (DHMOSH) and administratively to the Chief Central
Service

Responsibilities

Within delegated authority, the Occupational Safety Officer will be responsible for the following duties :

Participate in safety risk assessments and safety risk management activities:
• Contribute to drafting and implementing methods for using tools and a range of information sources to identify, assess, prevent, or mitigate hazards, verify mitigation measures and then reassess residual risks in existing or future work activities.
• Support planning teams in undertaking safety risk assessments and developing safety risk management plans, including hazard identification, risk ratings, activity safety plans and risk control systems.
• Report and record all relevant information in UN Incident Reporting System(s), compiling and analysing data from incidents reports and other sources to identify causes, trends, and relationships.
• Participate in managing Duty station’s impact of incident investigations to determine and implement root cause corrective actions.
• Monitor health and safety performance against UN key performance indicators by collating information from various sources including the incident reporting system
• Provide advice about compliance with safety, health, and environmental laws, codes, regulations, and standards within the Area of Responsibility
• Experience managing teams and/or mentoring and supervising the work of new/junior officers

Contribute to the development of hazard and risk controls designs and/or programs:
• Develop innovative, cost-effective, multi-layered, interdisciplinary system controls to eliminate or minimize safety hazards, exposures, accidents, and losses and reduce the probability and severity of injuries, illnesses, and losses when hazards or exposures cannot be eliminated.
• Propose methods to integrate safety performance into the goals and operations of work streams, organizations, and their management systems.
• Prepare occupational safety standards in close collaboration with health and environmental guidance for integration into overall OSH operations

Participate in Implementing hazard and risk control programs:
• Implement and manage hazard controls and risk control programs.
• Verify the completion of mitigation measures developed within risk management programs
• Deliver Safety & Health educational and training materials or courses.
• Complete preparedness and implementation of measures for general safety of emergency and disaster incident operations with a focus on responder safety.
• Develop training content and educational materials on Safety & Health educational and facilitate and provide trainings to all levels of personnel

Participate in safety audits, inspections, and evaluation of the effectiveness of hazard
and control programs
• Undertake a variety of audit techniques for risk assessment and analysis, cost-benefit analysis, work sampling, loss rate, and similar methodologies.
• Implement methods to evaluate the costs and effectiveness of hazard and risk control programs
• Conduct site inspections, incident reporting and audits in line with risk assessment standards
• Participate in the development of management accountability and audit programs to maximize interoperability with Environmental Health & Safety (EHS) benchmarks and UN EHS strategies, policies, or standards where possible.

Progress the UN’s Occupational Safety & Health Management System by
• Assisting with the development of global and local OSH policy, standards and guidance.
• Providing occupational health and safety advice to local OSH committees.
• Developing or contributing to related occupational health and safety programs such as road safety, fire safety, food safety, natural hazard safety, workplace safety, etc. in a manner that aligns these programs with the overall UN OSH Management System.
• Developing occupational health and safety aspects of business continuity plans.
• Ensuring that all operations are interoperable or compliant with participating Organizations and UN OSH Policy.

Other
• In the absence of the Chief Section/Senior Occupational Safety Officer, oversees the daily operations of the section
• Performs other duties as may be assigned.

• Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education

Advanced university degree (Master’s Degree or equivalent) in occupational safety, occupational safety and health, occupational hygiene, security risk management, engineering, environmental science, clinical health practice or related field is required.
A first-level university degree (BS/BA degree) in occupational safety, occupational safety and health, occupational hygiene, security risk management, engineering, environmental science, clinical health practice or related field in combination with two (02) additional years of qualifying experience in an occupational safety role in a corporate or industrial setting may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

A certification in occupational safety, industrial hygiene, safety risk management, or equivalent from a national professional society/board, or NEBOSH, or equivalent is desirable.

A national or internationally recognized certification as trainer, instructor or train-the-trainer in occupational safety and health is desirable.

Work Experience

A minimum of five (05) years of progressively responsible experience in occupational safety or a directly related field with a significant safety component is required.

At least three (03) years working in or managing a corporate or industrial safety program at an international or national manufacturing, service operations or similar environment is required.

Experience in development, implementation and coordination of OSH programmes and support services in, to or for UN field operation or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
