Organizational Setting and Reporting

 

his position is located in the Office of the High Commissioner for Human Rights (OHCHR) in Seoul, Republic of Korea. The Assistant Public Information Officer will work under the guidance of the Deputy Representative, and the general supervision of the Representative of the OHCHR Seoul Office.

Responsibilities

Within delegated authority, the Assistant Public Information Officer will be responsible for the following duties:

  •  Drafts and/or compiles information/communication products for print, broadcast, social media for target audiences such as press releases, media packets and reports, brochures, briefings, audio-visual clips, articles, social media contents under close supervision;
  •  Provides assistance in the organization of the clearance, production and distribution of reports and information materials, conducts photo and graphic research, provides inputs and suggests ideas on content, narration texts, audio excerpts, design elements and manages the distribution of public information materials; eCax1Mx COqo0V
  •  Monitors and analyses current events, public opinions, and press; identifies issues and trends and proposes information opportunities, activities and approaches, taking into account the situation/topics and target audience; Advises the Representative and other staff in the Office on public communication, media, and outreach opportunities;
  •  Assists in the production and editing of images, videos, and graphics; Helps take photos and video of events; Assists in media relations activities, including coordinating press conferences/briefings, and the organisation of promotional activities and events; facilitates media interviews for OHCHR officials; Helps prepare response to external and internal inquires and information requests and drafts related correspondence;
  •  Plans and manages the the OHCHR Seoul's social media presence with relevant content; Prepares, maintains and updates OHCHR-Seoul website; Supports in developing coordinated, innovative social media strategies, campaigns and storytelling projects including involving other UN agencies, civil society organisations, government and other stakeholders. Helps in assessing impacts of campaigns and communications, as well as contributes to the evaluation of the effectiveness of information campaigns;
  •  Helps identify key contacts/constituencies and opportunities for strategic partnerships to facilitate communication efforts and maintains effective working relationships; Develops and maintains lists of media, civil society and other appropriate partners and establishes professional relationships with these partners and other key constituencies;
  •  Performs other related duties as assigned.

Competencies

Knowledge of the full range of communications approaches, tools, and methodologies essential to planning and executing effective campaign strategies and programmes, e.g. campaign management, media operations, marketing and promotion, audience outreach, message targeting. Ability to rapidly analyze and integrate diverse information from varied sources. Ability to identify public affairs issues, opportunities and risks in an international environment. Ability to diplomatically handle sensitive situations with target audiences and cultivate productive relationships. Knowledge of relevant internal policies and business activities/issues. Ability to produce a variety of written communications products in a clear, concise style. Ability to deliver oral presentations to various audiences. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations; and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education

Advanced university degree (Master's degree or equivalent degree) in communication, journalism, public information, international relations, or related field.

A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two (2) years of experience in communication, journalism, social media engagement, broadcasting or related area is required. No experience is needed for candidates who hold an advanced degree (Master’s or higher) Experience in managing website and/or social media platforms is required

Experience in communications on human rights is desirable

Experience with drafting and editing media content is desirable

Experience in producing multimedia contents including for digital platforms is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Korean (both oral and written), is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located.

Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
